- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business-Small Purchase Set-Aside. This solicitation will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://fedbizopps.gov/. This site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. All questions in reference to this requirement shall be submitted via fax within two business days after this posting, all responses will be posted on this site. The North American Industry Classification system (NAICS) is 33422 and the Business Size is 750 employees. This is a Firm fixed price One Time Buy for acquisition of the following Brand Name (Systems Engineering Technologies Corporation) Radio Inter-Operability System (RIOS) SR-3001; for a quantity of 1 each of Equal items and quantities. This is a Request for Quotes?RFQ 125200. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-17. The manufacturer of this equipment is: Systems Engineering Technologies Corporation, 6121 Lincolnia Road, Suite 200, Alexandria, Virginia 22312. This will be a Firm-Fixed Price contract for the acquisition of the following items and quantities, Brand Name or equal. If providing an equal product the contractor shall be required to submit a bid sample for test and evaluation purposes. This will be returned to the contractor after award is completed. The items and quantities are identified as follows; Radio Inter-Operability System (RIOS) SR-3001 (quantity of one each); Radio Interface Plug (quantity of one each); Nextel Interface Plug (quantity of one each); Verizon Interface Plug (quantity of one each). The following are minimum salient characteristics: The SyTech SR-3001 Command Post Radio InterOperability System allows for the ability to communicate between any types of dis-similar radios or telephones. Included within the base SR-3001 are one VHF, and UHF radios, cellular phone and landline connection. The radios allow comms between most VHF and UHF radios. The landline and cellular phones will allow for the real time and seamless comms between radios and telephones. The comms between the radios is controlled through the use of a PC computer and SyTech designed and developed software. The software is used to set up of comms links between the radios and phones. Once the comms "links" are configured the system does not need to be manned. The main computer functions both as the database and recorder server. Additional PC's can be connected via a 100 Mbps LAN as client stations. These client stations have the full and complete suite of software interface screens to allow for the control of the comms. As audio from the comms is being recorded, the radio controller may also view the Radio Data (e.g. Caller I.D., start time, duration, etc.). Audio is recorded immediately to the archive media, magneto optical or DVD. Available to the radio operator is the full suite of the Advanced Digital and Analog Collection (ADACS) analysis software. After the call has ended, the operator may play back the call and use MS Word to provide a complete transcription of the recorded call. The playback audio is displayed as a frequency spectrum. This frequency spectrum allows the user to identify speakers or allows for forensic analysis. A remote computer may be connected to the system through the use of high speed WAN's or Plain Old Telephone Service (POTS) lines. This remote computer has the full capabilities of the Command Post computer station. The system is fully compliant with all police, fire and EMS radio comms. A report writer generator allows for the automatic creation of the any reports required by Police or Fire Departments. For example, Traffic Reports and Individual User Reports are fully automated. Provisions must be made available for 24 X 7 maintenance support and continuous software upgrades for new radios. Base System 16 inputs, expandable to 32 with same footprint, Expansion is unlimited, add recorder AID server Base System One VHF & One UHF Radio Transceiver, Analog inputs, 5 to .01 volts, Digital Inputs, VoIP, and TCP/IP, RS-232, Ethernet, IEEE-488 radio controls, 10/100 100 Mbps Ethernet for all audio & data transfers, unit must function from either 12 Volt DC and 115 Volt AC, switchable, Controls HF, VHF, UHF and SHF communications, Interface to Nextel "Direct Connect" and other P2T cell phones, Inter-Operability between radios and all phones (Land line, Cellular and Satellite), Recording of all communications optional, Permanent Archiving to DVD,Recordings are all VOX activated, Playback is variable speed controlled with pitch compensation, Traffic Analysis Software, Advanced Digital Analog Collection, System (ADACS) from SyTech, Automatic Report Generation, Daily Comms, Weekly, User etc., Interface to Trunking Radios, Inter-Operability to Military and PD encrypted radios. The graphical user interface (GUI) for the SR-3001, provides a display of the radio interconnects. Shown at the top of the display are the radios, phones, and computers that are available to be interconnected. At the bottom of the display are the functions that are available to the user. In order to perform any of the available functions, the user simply touches (touch screen) or places the pointer on the function and clicks the mouse. After selecting the function the user selects the items to be interconnected at the top of the display. Upon selecting the items, the system software will place the items on the screen showing the ICONs as connected. For example, if the user wants to create a Talk Group, the user touches the TG ICON at the bottom of the display and touches the items to be connected, from the top of the screen. As the items are selected they are displayed on the monitor screen. After selecting the items to be connected the user simply touches the connect ICON and the items are ready for operation. Nextel PTT Interface Module, this module provides the interface to the Nextel, and PTT feature. Remote users with Nextel PTT phones can communicate seamlessly with any asset connected to the RIOS. Verizon PTT Interface Module: This module will provide the same function as the Nextel, PTT module but for Verizon PTT enabled phones. The utilization of ?store and forward? feature makes possible the successful interfacing to both Verizon and Nextel radio system which greatly expands the interconnect capabilities of this system. Vendor must furnish as part of their quote, all descriptive material necessary for the purchasing activity to determine whether the product meets the salient characteristics of this requirement. Vendors proposing to modify a product to make it conform to the requirements of this announcement; shall include a clear description of the proposed modification and clearly mark any descriptive material to show proposed modification. The above listed characteristics are intended to be descriptive, but not restrictive. Unless visibly marked the vendor is quoting an equal product, the offered item shall be considered the brand name product as referenced in this announcement. The Government reserves the right to award without discussions. If quoting an ?or equal? product, the vendor shall submit detailed specifications with their quotation for evaluations purposes. All responsible sources may submit a quote which shall be considered. All quotes shall be submitted to the address listed above no later than 2:00 PM EST January 16, 2004 quotes clearly marked RFQ 125200, Attention: Edith Young Room 6875. The Standard Commercial Warranty period shall be one year after acceptance. Additional warranty shall be estimated on an annual cost based upon five percent of the original equipment cost to calculate maintenance and upgrades. Delivery shall be made by January 30, 2004. Destination shall be FOB, Federal Bureau of Investigation, Houston, Texas, 77008. If offering an ?or equal? product, the brand name of the product furnished shall be clearly identified on the quote. The evaluation of quotes and the determination as to the equality of the product shall be the responsibility of the Government and shall be based on information provided by the vendors. The Government is not responsible for locating or securing any information which is not identified in the quotation and responsible to the purchasing activity. Vendors are hereby notified that if your proposal is not received by the date/time stated above, your quote shall be considered late. FAR 52.212-2 Evaluation Commercial Items is tailored to read as follows: All responsible vendors may submit a quotation which, if timely received shall be considered by the FBI. The Government will award a contract to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government. The following factors shall be used to evaluate offers (i) Technical and (ii) past performance. Past Performance?offeror shall provide at a minimum the name and telephone numbers of three customers that have acquired the same or similar products for past performance evaluation purposes. Technical and past performance when combined is significantly more important than price. Each offeror shall include a completed copy of the FAR provision 52.212-3 Offeror Representations and Certification- Commercial Items (June 2003).
