Description

Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. Description of work: The U.S. Army Corps of Engineers, Savannah District, requires a contract to provide erosion control to Area 13A and 13B of the Georgia Department of Transportation Dredged Material Containment A reas in Savannah Harbor Georgia. Work consists of smooth to grade and installing bank erosion protection along approximately 5000 feet of the South Carolina side of Savannah Harbor. Rock rip-rap will be used to protect three separate areas of bank along t he South Carolina bank of the Savannah River, within a two mile distance, immediately downstream of Savannah, Georgia. Construction will take place from the bank and may require working off barges. Construction will take place during all stages of the app roximate 9 feet of tidal range of the Savannah River. Period of performance is 180 days. Estimated cost range of project is between $1,000,000.00 and $5,000,000.00. Network Analysis System will not be required. This solicitation is an 8a competitive pro curement and will be limited to 8a certified construction firms located within the geographical area serviced by the SBA with Region IV and other construction firms having a bona fide branch office located within the geographical boundaries of the relevant competitive area. All other firms are deemed ineligible to submit offers. Any contract resulting from this solicitation will be a Firm-Fixed Price contract. The contract will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposal (RFP) in accordance with FAR Par 15.101-1. Offerors are required to submit a technical and price proposal. Each proposal shall contain the Offerors best technical proposal and best price. The technical proposal will be evaluated using the foll owing factors set forth in the solicitation: Factor (1) Construction-Past Performance, Factor (2) Construction Relevant Specialized Experience, Factor (3) Key Personnel, Factor (4) Construction Duration, and Factor (5) Subcontractors. Proposals must meet the criteria stated in the RFP in order to be eligible for award, to include responsiveness, technical acceptability and responsibility. Pricing will not be scored but will be evaluated for reasonableness. In order to determine which proposal represents the best overall value, the Government will compare proposals to one another. The Government will award a contract to the responsible Offeror whose technical submittal and price proposal contains the combination of the evaluation criteria offering the be st overall value to the Government. Best value will be determined by a comparative assessment of proposals against all source selection criteria in the RFP. All evaluations factors other than cost or price, when combined are approximately equal to cost or price. As technical ratings and relative advantages become less distinct, differences in price between proposals are of increased importance in determining the most advantageous proposal. Conversely, as differences in price become less distinct, diffe rences in scoring and relative advantages and disadvantages between proposals are of increased importance to the determination. The Government reserves the right to accept other than the lowest priced offer. The right is also reserved to reject any and a ll offers. This solicitation will be issued in electronic format only and will be available on or about 29 January 2004. The proposal opening date will be specified in the solicitation when it is issued. The Standard Industrial Classification Code (SIC) is 1629 and North American Industry Classification System (NAICS) code is 237990, and size standard is $17,000,000.00. The contract performance period will be 180 days from the date of Notice to Proceed. This solicitation will be issued in electronic format only.
