NAICS Code: 336612 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-04-00089. It is being issued as a Request for Quotation (RFQ). The associated North American Industry Classification System (NAICS) Code is 336612, with a small business size standard of 500 employees. This procurement is set aside for small businesses only. The U. S. EPA seeks proposals and quotations for six (6) boats that will be used to support scientific research on the great rivers of the central basin of the U. S. (Missouri, Upper Mississippi, and Ohio Rivers). Each boat will support a wide variety of research activities in great river environments, including the following: nighttime electrofishing in shallow and deep water habitats; shoreline habitat surveys requiring frequent maneuvering in shallow habitats; and frequent beaching of the vessel to allow researchers access to riparian habitats. The hull thickness and configuration (tunnel design) are crucial to ensuring the durability and functionality of the vessel in shallow water conditions. The vessel shall be a trailerable work boat, 18' in length, with a width of 58", constructed of welded aluminum. It shall be built on a modified "V" hull constructed of commercial grade 0.190" aluminum sheet below the waterline. The hull shall contain a "tunnel" near the transom to allow the motor to be raised to improve operation in shallower water environments as well as extra-thick "ribs" extending back 4-5' from the front of the hull to provide extra protection when beaching the boat. The sides of the boat shall be 24" in height and shall be at least 0.160" in thickness. It shall include a bow deck extending back into the boat approximately 54" with a safety rail to allow personnel to stand on the bow for sampling. A 16 gal. fuel tank shall be mounted underneath the front bow, with a door to allow access to the fuel tank. The fill spout for the tank shall be mounted on the front bow deck. A side console steering platform shall be mounted on the starboard side of the boat. A storage box with swivel seat shall serve as the driver's seat. A second seat in the aft of the boat shall be constructed on the port side; it, too, shall be constructed over a dry storage box. Additional 48" dry storage boxes shall be provided on the port and starboard sides of the boat just forward of the driver's console. The Hull shall be or have 18' length (bow to transom), 58" beam width at deck level; modified V bottom shape; heavy-duty "ice" rails on fore ward margin of hull; and, tunnel hull to improve operation in shallow water. The Vessel shall have or be capable of operating in 2' or shallower water with a full load of fuel, 3 people onboard and 600 pounds of scientific equipment on deck; capable of reaching cruising speed with a full load of fuel, 3 people on board, and 600 pounds of scientific equipment on deck; and built-in fuel tanks with total capacity of 16 gallons (or greater) with in-line fuel filter that has replaceable elements. Power shall be a single 90+ h.p. outboard motor for cruising and a single 25+ h.p. outboard motor for operating in shallow water. Draft shall be <18" (hull). Bow Deck shall be or have durable decks with non-slip walking surfaces; safety rail around fore and side margins of deck; and, exterior running lights on bow and aft of boat. The Outboard Motors must employ FourStroke technology that meets or exceeds the EPA's emission standards for the year 2006. They shall be or have 1 - 90 h.p. outboard motor with a 4-stroke engine; 1-25 h.p. outboard motor with a 4-stroke engine; 2 - batteries; 2 - aluminum props (1 each motor); 1 - control cable (90 h.p.); 1 - tachometer (90 h.p.); 2 voltage meters; 1 - hour meter (90 h.p.); 1 - fuel gauge (used for both motors); and, 1 - high temp and low oil warning buzzer (90 h.p.). The Trailer shall have or be heavy duty, sized for boat length and weight (7,000 lb. capacity); roller bunks with 12 rollers per bunk; moveable, tandem axles; leaf spring with equalizer suspension; 13-inch wheels and tires (6-ply rating); all welded steel tube framework (2" X 4" at least 3/16" wall tubing); Dexter axles with Easy-lube hubs, or equal bearing lube system; hydraulic surge brakes on lead axle; 2" ball with surge brake coupler; safety chain and hook; lighting and wiring package; spare tire/rim mounted on trailer; submersible lights; 2,500 lb. winch; and, guide rollers on rear of trailer. Additional Accessories required are safety rail on front bow deck; and storage boxes under driver's seat, passenger's seat, and 2 additional storage boxes in front of driver's console (starboard and port sides). The vessel shall be delivered with a Documentation Package consisting of, as a minimum, the title for the boat and trailer, and owner's manuals (if appropriate) for all builder-supplied accessories, motors, and trailer. The Warranty shall consist of the following: The builder shall guarantee that the hull, decks, and main structures will be free of structural defects for a period of five years after the date of final acceptance by EPA, and that all other components and accessories will be free of structural, mechanical, or electrical defects for a period of one year after the date of final acceptance by EPA or according to manufacturers' specifications. Delivery of three of the boats is required by April 15, 2004, with delivery of the three remaining boats by no later than 5 months after award of the purchase order. The following FAR provisions apply to this solicitation: 52.204-6, Data Universal Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration; 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2, Evaluation - Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (i) Meeting the mandatory requirements of the vessel's function and design; (ii) Evidence of satisfaction in the design, construction, durability, and performance of similar boats built for government or commercial purposes [and used in similar environments] as provided by at least two previous customers whom EPA can contact as references; and (iii) Lowest price. Award will be made to the offeror whose offer is determined the most advantageous to the government, price and other factors considered. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items.
