Description
National Institutes of Health (NIH), National Cancer Institute (NCI) Center for Strategic Dissemination (CSD), plans to procure on a sole source basis the services of Dr. Michael L. Rothschild, University of Wisconsin, School of Business, 5601 Tonyawatha Trail, Madison, WI 53716, for Project Management Support and Guidance for the Energy Balance Promotion Initiative. The North American Industry Classification System Code is 541990 and the business size standard is $6M. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The National Cancer Institute Center for Strategic Dissemination (NCI/CSD) was established in September 2003. The Center is responsible for the harmonization and integration of the various dissemination efforts at the NCI, which includes the understanding of perceived cancer information and resource needs of people and organizations, providing of cancer information of value to people so that they and organizations can make informed cancer-related decisions, and persuading and enabling people and organizations to adopt evidence-based approaches that will help reduce the suffering and death due to cancer. The task for this project supports the efforts of the Center to develop a comprehensive strategic plan addressing energy balance for the control and prevention of cancer and chronic diseases. The resulting strategic plan will have three components: 1) education/communication, 2) social marketing, and 3) policy recommendations. In order to develop a comprehensive strategic plan addressing energy balance for cancer and chronic disease control and prevention, a thorough review of the scientific, behavioral and social marketing literature, secondary data analysis and primary consumer research, along with strategic planning, partnership development, and the preparation of a written document is required. Period of Performance: Upon award through one (1) year. Contractor Requirements: Recognized knowledge and leadership in the field of social marketing, public policy applications of advertising and marketing, and the design and utilization of market research, as well as content knowledge of public health, social issues and nonprofit applications of advertising and marketing. Extensive knowledge and experience in strategic social marketing and market research. Dr. Michael Rothschild is the only known source to the NCI that can provide the aforementioned requirements. Dr. Rothschild has thirty years of experience in strategic social marketing and market research, with a specialty in public sector and nonprofit applications of advertising and marketing. He is internationally known for his research on the use of social marketing to effect change in public health policy and social issues, as well as theoretical and ethical considerations in the support and use of marketing for the management of public health and social issues. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NINDS to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST, January 9, 2004.
