Description
THIS IS NOT A SYNOPSIS TO ADVERTISE A SOLICITATION THAT IS READY FOR RELEASE, rather the purposes are (a) to determine whether there are a sufficient number of responsible sources and (b) to conduct market research. The U.S. Coast Guard (USCG) is seeking information on companies that have experience using and developing campaign and tactical engagement models. Currently there are a limited number of campaign and tactical engagement modeling and simulation tools being used to support the range and complexity of USCG mission analysis and acquisition activities. In addition, simulation modeling tools are frequently expensive, difficult to learn, and using them to execute a simulation study requires experienced staff or dedication to one specific tool. The USCG needs information concerning the availability of campaign and tactical engagement modeling tools and experience. Companies or subject matter experts having specific experience in the use, development, or application of General Campaign Analysis Model (GCAM) are encouraged to submit responses to this announcement. GCAM was developed and is maintained by Systems Planning and Analysis, Inc (SPA) www.spa-inc.net/gcam.htm. Please describe succinctly how the experience was obtained or developed. Include cost information regarding the authorized use of the GCAM tool. Companies or subject matter experts having specific experience in the use, development, or application of any campaign or tactical engagement modeling tool are also encouraged to submit responses to this announcement. It is desired that campaign and engagement modeling tools have the following minimum characteristics: PC Based - The modeling tool has the ability to run in a PC environment using Microsoft windows XP. Use Object-Oriented Techniques - The modeling tool has the ability to define objects such as boats, aircraft, sensors, etc. and associate operational characteristics and tactical logic to the objects being defined. Apply Stochastic Simulation Techniques - The modeling tool has the ability to apply stochastic simulation processes. Allow for Rapid Application Development ? The modeling tool has the ability to implement changes easily and run autonomously. The tool will have a mature application development environment that includes extensive user help, syntax checking and other test and debugging capabilities. Tactical Decision Logic Support ? The modeling tool has the ability to support analysis of the tactical decision making process in a maritime surveillance context based on data and information input available only to the decision maker. Graphical User Interface (GUI) and Run-Time Animation ? The modeling tool has the ability to graphically display results and animate model progression. The GUI has the ability to accept man-in-the-loop input and support ease of input data entry. Significant History of Use ? The modeling tool has a significant history of use in the modeling and analysis of maritime operations. The modeling tool should have been used to produce one or more trade studies leading to information being used by decision makers. Companies having any of the capabilities described are encouraged to submit responses to this announcement. Companies do not need to meet all of the capabilities described to respond to this announcement. Please describe succinctly the capabilities and infrastructure components that do meet the needs listed above. Offerors shall provide the following: 1. Capability Statement addressing the above areas (limit 8 pages). 2. Company history (limit 1 page). This announcement is not a research or development project. The purpose of this announcement is NOT to ?develop? or evaluate potential new products, services or facilities, or to improve existing facilities for the purpose of meeting the specific performance capabilities or objectives. At this stage, the Government has no intention to further develop or produce any equipment from the information received. Information collected through this announcement will be reviewed by individuals from the USCG. Private industry responses may be forwarded electronically to the address below. Please identify if you are large or small business in your response. For the purpose of business size determination, assume the North American Industry Classification System (NAICS) Code for this procurement is 541511. NOTE: Actual proposals are not being solicited at this time for the above requirement, and no contract will be awarded in response to this "Sources Sought" and "Market Research Synopsis".
