Description
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), National Veterinary Science Laboratory (NVSL), Ames, Iowa, intends to establish a blanket purchase arrangement (BPA) for real-time polymerase chain reaction (rrtPCR) testing for Newcastle disease (ND) and avian influenza (AI) viruses. Submit faxed quotations to ?Purchasing Section,? at (612) 370-2136, Attention Joanne Mann or Gloria Benson. QUOTATIONS ARE DUE JANUARY 28, 2004 by 10:00 a.m. local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICIATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-18. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1 (4/84); Instructions to Offertory -Commercial Items 52.212-1 (10/03); Offeror Representations and Certifications 52.212-3 (06/03); Contract Terms and Conditions-Commercial Items 52.212-4 (10/03); Contract Terms and Conditions Required to Supplement Statues or Executive Orders-Commercial Items 52.212-5 (10/03/). ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. All offers must be signed. Offers should include: Company Name : _______________________________________________ Company Address: _____________________________________________________ Contact Name and Phone number _________________________________________ Tax Payer Identification Number _________________________________________ DUNS Number _________________________________________________ and must be registered on the Central Contractors Registration (CCR). SPECIFICATIONS: A blanket purchase arrangement (BPA) for real-time polymerase chain reaction (rrtPCR) testing for Newcastle disease (ND) and avian influenza (AI) viruses, at $35/test for ND, and $50/test for both AI and ND. This BPA will be an open account and must not be considered to be a grant; no overhead will be paid. Laboratories will be expected to perform rrtPCR on surveillance samples collected from targeted bird populations. USDA will pay not more than $35/test for ND and $50/test for both AI and ND rrtPCR assays. Selected laboratories performing general diagnostic workups for poultry diseases will be subsidized at the rate of $60/diagnostic workup. All rrtPCR tests will be performed to standards (SOP) set forth by the NVSL. Each laboratory will agree to follow the QA policies and procedures set forth by the NVSL. TEST METHOD: All laboratories will run the rrtPCR for ND and AI as described in the NVSL SOPs. Equipment purchases will be made by the NVSL for items listed in the SOPs at a dollar amount to be determined at a later date. RESULT REPORTING AND PAYMENT: All positive rrtPCR results must be reported to NVSL immediately. All rrtPCR results must be reported to NVSL within seven (7) days. Payment for PCR testing will be on a per test basis. Payment for diagnostic workups will be on a case/submission basis. Diagnostic workup results must be reported to NVSL when completed. FORWARDING OF POSITIVE SAMPLES: All original submission material must be sent to NVSL immediately subsequent to identification of a rrtPCR positive sample. If the original submission material has been depleted, extracted RNA should be submitted. The Director of NVSL or the designated representative of the accepting laboratory may cancel this agreement at any time by notification in writing. Interested laboratories must be able to perform real time PCR tests; must be approved by APHIS to conduct said test; have quality control procedures in place and follow good laboratory practices. Factors used in determining which laboratories are best suited to be awarded a BPA would be made on the relative laboratory experience with rrtPCR testing. Laboratories should provide actual numbers of PCR tests run. Qualifying laboratories must be able to handle at least 1,500 samples per year for the USDA. All tests will be performed to SOPs provided by NVSL. No minimum or maximum number of tests are guaranteed.
