Description
The U. S. Department of Commerce, Office of Aircraft Operations Center at MacDill AFB, Florida, intends to procure services for a 150-hour/annual inspection, a Hot Section Inspection (HSI) of both engines, gearbox inspection of both engines, and necessary repairs to correct discrepancies of a Turbo Commander aircraft, model 690A, serial number 11153, FAA registration N53RF. This primary mission for the use of this aircraft is the Snow Survey Program along with a variety of remote sensing programs. The Contractor shall provide all labor, materials, equipment, special tools and facilities to inspect and repair the Government's engines to the standard identified below. The specific requirements are: (1) A 150-hour/Annual Inspection as per airframe/engine manufacturer's maintenance manuals. (2) Dual engine Hot Section Inspection (HSI) under GE/Honeywell Century Plus Program. This work shall be in accordance with Garrett Overhaul Instructions for TPE-331-5-251K897519 engines. (3) Hot Section Inspections are to be done as per the GE/Honeywell Century Plus Program with all additions and modifications specified and shall include: Disassembly of hot section; Inspection of all T wheels, stators, seals, burner can, cervic couplings, transition liners, shrouds, etc; All parts checked for cracks, erosion, foreign object damage, and corrosion, life limited cycles from records, and Service Bulletins and Airworthiness Directives; Engines are reassembled, with new hardware, gaskets, and fasteners; A lebow test run performed on test cell, and the wing, for new data sheet torque values; Engines re-installed on aircraft, ground run, and flight tested complying with NTS Test information; (4) Gearbox inspections are to be done as per the GE/Honeywell Century Plus Program with all additions and modifications specified and shall include: Disassembly of the nose cone housing and gear box diaphragm and housing; All bearings and gears, gear shafts, oil tubes, torque sensor, oil pumps, scavenge pumps, etc. shall be cleaned and inspected and resealed. The propeller pitch control removed, disassembled, inspected and resealed. Propeller governor removed and sent to appropriate facility for inspection and flow check. Compressor bearing and compressor seal replaced, all o-rings and seals replaced, and all Service bulletins and Airworthiness Directives complied with. Gearbox reassembled and the torque sensor re-calibrated, setting the NTS trip pressures. Engine is lebow and torque pressure adjusted. The resulting procurement action will be a firm-fixed price contract. NAICS code 336412 applies. Solicitation number WC133O-04-RQ-0082 will be available on or about January 29, 2004.
