- The U.S. Department of Education (ED) invites contractors currently holding GSA FSS Schedule 520-4 contracts to attend a Pre-Solicitation Conference at 9:00 am EDT on Tuesday, January 27th, 2004 at the Atlanta Hilton & Towers, 255 Courtland Street, NE, Atlanta, GA 30303. Other interested parties, such as firms that have recently applied to obtain Schedule 520-4 contracts, may wish to attend. (For hotel accommodations, call 1-800-445-8667 or 404/659-2000 by January 16, 2004.) The ED/Federal Student Aid (FSA)/Borrower Services/Collections plans to conduct a competitive acquisition under GSA FSS Schedule 520-4. Selections of large and small business will be considered in the selection process. It is anticipated that a total of 15-17 contracts will be awarded as a result. ED is seeking to gain information on how best to structure that acquisition to ensure that ED selects businesses that will excel in performing collection services and to help all private collection agencies gain the knowledge of FSA's requirements needed to propose the best methods to fulfill the requirements successfully. Interested parties may review the DRAFT Statement of Work after January 19th, 2004, at the FSA website: http://www.1800iwillpay.com/pca/ (that website will be moved to http://www.fsacollections.ed.gov/pca2004 in a few days) and may provide comments to be considered prior to the official release. This notice is not a solicitation for proposals and is for informational and planning purposes only. Proposals are not requested at this time and will not be considered. A determination by the Government on how or if to proceed with this requirement is solely within the discretion of the Government based on the Government's needs and requirements.
