Description
This is a notice of intent to award using other than full and open competition, not a request for proposals. The U.S. Department of Energy (DOE), Office of Repository Development (ORD) intends to award a sole source contract to Lechel, Incorporated, Albuquerque, New Mexico for continuation of technical support of ongoing implementation of the National Environmental Policy Act (NEPA) activities under the cognizance of the Project Manager, ORD. This effort includes tasks related to NEPA compliance, NEPA policy actions, response to comments on NEPA documents, preparation of NEPA documents, and preparation and assistance in conducting public meetings/hearings required under NEPA. Lechel, Inc will assist DOE ORD in technical, regulatory, policy and programmatic coordination and integration of NEPA documents with the License Application (LA) and associated support documents. They will also provide responses to U.S. Nuclear Regulatory Commission (NRC) comments on the LA, and in any LA to receive and possess spent nuclear fuel (SNF) and high-level radioactive waste (HLW). In addition, Lechel, Inc will assist in the internal DOE LA review process by supporting DOE in the development of a review process similar to the one DOE uses to review major NEPA documents. The proposed contract will be a labor-hour, level of effort contract for a maximum of five years, which includes a two year base period and three one-year option periods. This proposed action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This is a notice of intent and not a request for competitive proposals. Interested parties who believe they can provide the services may respond by submitting their capability statements, including prices, to e-mail address identified in the notice. All submissions must be received within fifteen calendar days of the publication date of this synopsis. A determination by the Government not to compete this proposed action based upon responses to this notice is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
