Description
This synopsis is a Notice to the Public and any Interested Parties of the Intent to make an Award of a Cooperative Agreement, which is not subject to the FAR, under Other than Full and Open Competition and should Not be considered a request for competitive proposals. The Federal Highway Administration (FHWA) intends to Award a Sole Source Cooperative Agreement in March or April 2004 for Operations Support Activities to the American Association of State Highway and Transportation Officials. The work will consist of 6 major tasks including, Staff and other support for the Subcommittee on Systems Operations and Management Support (SSOM), 511 Deployment Support, Work Zone Operations Support, national leadership in launching the National Incident Management Coalition, Automobile Industry Partnership for Data Sharing & Road Management, consisting of State DOT representatives and manufacturers, and Freight Management Support in support of the FHWA Operations Office of Freight Management. The approximate performance period of this cooperative agreement will be five years. This synopsis is a Notice of Intent to make an Award of a Cooperative Agreement, which is not subject to the FAR, under Other than Full and Open Competition and should Not be considered a request for competitive proposals. The determination of the Government not to open the subject requirement to full and open competition was made utilizing 49CFR, Part 18, as implemented by FHWA Order, 4410.1 February 28, 1994, ?grant and Cooperative Agreements Policies and Procedures,? Section 11 (b) (4) and is solely at the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement not later than January 30, 2004 to the points of contact for this announcement. Telephoned, E-Mailed, Faxed, Or Letter Requests for the Solicitation, when posted to the FedBizOpps, Will Not Be Accepted. Instead any prospective offerors are to obtain the Solicitation from FedBizOpps, at http://www.eps.gov. Any subsequent Amendments to the Solicitation will likewise be published in FedBizOpps at the Internet address cited above. FHWA does Not plan to mail out any Hard copies of the solicitation or any amendments. Therefore, it shall be the responsibility of each offeror to closely and frequently Monitor FedBizOpps for the solicitation and any amendments to the solicitation.
