Description
NA The John A. Volpe National Transportation Systems Center (Volpe Center) intends to purchase RF Full-Duplex Modems operating from 5.091 ? 5.150 GHz. The estimated release date of the solicitation is January 29, 2004. Proposals will be due approximately 14 days following the issuance of the solicitation. A competitive solicitation will be issued as a 100% Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 334220 and the Small Business Size Standard is 750 employees. A single award is planned. The Contractor shall provide engineering services to modify existing Commercial-Off-The-Shelf (COTS) product(s) to satisfy the requirements of the specifications; identify all risks associated with proposed modifications; pro vide an associated mitigation plan; provide a Test Plan that will demonstrate that the units comply with the specifications and coordinate the Test Plan with the Government; manufacture two units that functionally comply with the specifications for FIRST ARTICLE system testing within 6 months from date of award; provide all necessary test equipment, perform Government-monitored testing on equipment which has an in-effect calibration certificate (in accordance with the Government-approved Test Plan), and report test results in an estimated 30 day period; provide a list of exceptions, or certify as to the absence of exceptions to the specifications; deliver the two FIRST ARTICLE units, including all hardware, software, and technical documentation necessary to operate and maintain the system for field implementation within 7 months from date of award and furnish a cost estimate for providing, as an option, field services in support of operational testing. Contingent upon satisfactory field-testing of the FIRST ARTICLE units, the Government may opt to purchase eight additional units for delivery within 2 months from date of order. Contingent upon satisfactory system testing of the ten units (two first article and 8 initial order), the Government may opt to purchase an additional twenty units. Each unit shall include a one-year warranty effective on the acceptance-by-the-Government date for the individual unit. Contractor shall provide pricing for optional technical support on the operation and maintenance of the units for five one-year increments. Detailed specifications a nd minimum requirements will be set forth in the solicitation. The solicitation and any documents related to this procurement will be available on the Internet in text format and reside on a WWW server, which may be accessed using Web browsers. Offerors desiring to receive electronic notification of the solicitation?s posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the Contractor. The Government will make no addition al efforts to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. Paper copies of the solicitation and/or amendments WILL NOT be issued. The Department of Transportation (DOT) has a bonding assistance program available which enables minority, women and disadvantaged business enterprise firms to obtain bid, payment, and performance bonds with a guarantee up to 80 percent against losses. In addition, a short-term loan program is available to provide working capital at the prime interest rate.
