Description
The Human Systems Wing, HSW/YASK intends to solicit and award a five (5) year IDIQ contract for an estimated quantity of 580 Advanced Technology Anti-G-Suits (ATAGS) to Mustang Survival, 3810 Jacombs Road, Richmond BC Canada, V6V 1Y6. Mustang Survival is presently the only qualified source for the ATAGS. The ATAGS are applicable to part numbers 261002-02, 261002-05, and 261002-08. First task order order quantity is estimated at 90 ATAGS. Justification for other than full and open competition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements. The NAICES applicable to this acquisition is 31599. Written, faxed or telephone requests for the solicitation will not be accepted since the solicitation will be posted to the www.fedbizops.gov on or about 30 Jan 2004. Questions or concerns regarding this acquisition my be directed to the contracting officer. An Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
