Description
The Human Systems Program Office, 311 HSW/YA, intends to issue a sole source request for quotation for performing acceleration load testing for the increased C-17 aircraft load requirements on two (2) Government Furnished Equipment (GFE) Next-Generation Portable Therapeutic Liquid Oxygen (NPTLOX) development units located at Brooks City-Base TX. In addition, testing, assessing, reporting, and repairing are required on the GFEs if failure in testing is noted. The contractor shall accomplish acceleration testing in accordance with Government approved test procedures. The acceleration test will have a posttest analysis performed and a final test report submitted. The contractor shall provide all of the test facilities, equipment, instrumentation, and personnel to accomplish the acceleration testing. The contractor shall teardown the units only to the level that is required to diagnose and repair it based on the contractor?s understanding of the reported problem. The contractor shall provide a standard warranty on each NPTLOX system repaired. CAUTION: Will involve the use of Liquid Nitrogen and Oxygen (AFOSH 91-67 and HAZ-50C-0083-1 apply). The justification for other than full and open competition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only One Responsible Source. Source: Essex Cryogenics of MO. Required Delivery for completion of testing on all units is two months and Delivery Destination is FA8902, 311 HSW/YAMA, Brooks City-Base TX 78235. Note 26 apply: Based upon market research, the Government is not using the policies contained in part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirements with a commercial item within 15 days of this notice. This notice of intent is not a request for competitive quotations. However, all responsible sources shall submit information, which clearly demonstrates their ability to provide this testing/repairing/warranty capability. Notes 22, 23 & 26 apply.
