Description
THE PURPOSE OF THIS AMENDMENT IS TO CORRECT THE NAME OF THE SOLE SOURCE CONTRACTOR LISTED IN THIS NOTICE. THE NAME OF THE CONTRACTOR IS DATA SYSTEMS AND SOLUTIONS. THE RELEASE DATE OF THE SOLICITATION AND RESPONSE DATE REMAIN UNCHANGED. NSN: 6650-01-486-7221PR P/N: 762850 NOUN: Scanning Microscope SEM/EDX This is a Sole Source requirement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days of the solicitation issuance will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. ITEM DESCRIPTION: The SEM/EDX is an engine health monitoring system comprised of a scanning microcope (SEM) with an energy dispersive x ray detector (EDX) and embedded analysis system. The function of the SEM/EDX is to detect debris from engine oil. The dimensions are 39 inches by 68 inches by 52 inches. The weight is 1,474 pounds. Information regarding the material type is not available at this time. Applicable to: F110 engine Destination: FE4855, FX2027, FE2027 and FE4803 QTY: 8 EA Due Date: 30 DARO Qualification requirements: Sources must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining further information on this requirement. The qualification requirements for this item were established prior to 19 Oct 1984 and the requirements of FAR 9.202(A) do not apply. These qualification requirements apply to line item(s) 0001. The approximate issue date of the solicitation will be 27 Jan 2004. The response date will be approximately 30 days after the issuance. The anticipated award date will be 1 March 2004. Written and electronic procedures will be used for this solicitation. SOLE SOURCE To: Amatek. No telephone requests. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation will identify the office where additional information can be obtained concerning qualification requirements. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm listed. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice.
