Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9127Q-04-T-0008 is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition C ircular 2001-18. This is a 100% small business set-aside; NAICS is 334220 and size standard is 750 Employees. Line item 0001: Personal Global Positioning System, Quantity: 127 each. Garmin brand name or equal. To be eligible for award, an equal item m ust meet the following characteristics: Moving compass; Ability to store at least 50 waypoints; Moving map capability; Quick erase for classified points; Maximum size of 5 inches high x 2.5 inches wide x 1.5 inches deep; Reconfiguration options, especiall y page set-up and viewing, speed and distance settings, and units of measure. For evaluation purposes, quote must include specifications of the proposed item, especially addressing the required characteristics. The Government will award a contract result ing from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) conformance to re quired characteristics; and 2) price. Conformance to required characteristics, when compared to price, is significantly higher than price. The provision at 52.211-6, Brand Name or Equal (Aug 1999) applies to this acquisition. The provision at 52.212-1, Instructions to Offerors - Commercial Items (Oct 2003) applies to this acquisition. The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items (Jun 2003) Alternate 1 (Apr 2002) applies to this acquisition and a completed copy of this provision shall be submitted with any offer.
