99 -- The purpose of this Special Notice is to request white papers in regards to the acquisition strategy for the FY04 contract award for the following IR CM Flare Family of M206, MJU-7A/B and MJU-10/B.

Description
Request white papers in regards to the acquisition strategy for the FY04 contract award for the following IR CM Flares: 1) M206, NSN:1370-01-048-2138 (L410) P/N:9311623. The M206 is used for protection of helicopters and low altitude aircraft (AH-1S ; CH-47,OV-1D, UH-1; RUY-21; EH-60; RV-1;UH-60 series, AH-64;RC-12; OH-58) from infrared heat-seeking missiles. Can be used on A-10, F-16 and C-130 aircraft. The M206 is an integral (one piece) flare consisting of a magnesium and Teflon pellet in a 1 inch x 1 inch x 8 inch metal case. The flare is dispensed from the AN/ALE-40 series dispenser. 2) MJU-7A/B, NSN: 1370-01-296-8395 (L463) P/N:8856664. The MJU-7A/B is used for protection on the F-16, A-10 and C-130 aircraft against infrared heat-seeking missile s. The MJU-7A/B is an integral (one piece) flare consisting of a magnesium and Teflon pellet in a 1 inch x 2 inch x 8 inch metal case. This flare is dispensed from the AN/ALE-40 series dispenser. 3) MJU-10/B, NSN: 1370-01026301602 (L461)) P/N:8766185. T he MJU-10/B is an integral (one piece) flare consisting of a magnesium and Teflon pellet in a 2 inch x 2.5 inch x 8 inch metal case. This flare is dispensed from the AN/ALE-45 and AN/ALE-47 dispenser. There are planned procurements of the MJU-7A/B and M20 6 in FY04 through FY08. The only planned procurement for the MJU-10/B is FY08. A sources sought for these items was issued in DEC 2002 closing in FEB 2003. The Army will be the contracting agency for these flares and is considering multiple long term con tracting options. Those options are: 1) Base year FY04, with 100 percent evaluated options for the MJU-7A/B and the M206 for each FY05, FY06 and FY07 and 100 percent unevaluated option for MJU-7A/B, M206, and MJU-10/B for FY08: 2) Base year FY04, with 100 percent options for each FY05, FY06 and FY07 for the MJU-7A/B and M206: 3) Base year FY04, with 100 percent options for the MJU-7A/B and the M206 for FY05 and FY06: 4) Base year FY04, with 200, or 300 or 400 percent evaluated options for MJU-7A/B and M206, the MJU-10/B would be an unevaluated option. If quantities are sufficient, contract award may be split among more than one producer. The Army is seeking white papers from companies responding to the December 2002 source sought to address the pros/cons and risks of the proposed contracting options. Alternatives to the proposed options may also be submitted. The Government does not intend to award a contract based on the submission of white papers. An award for IR Flares will be the result of a request for proposal (RFP). White papers are to be sent to HQ, US Army Field Support Command, ATTN: AMSFS-CCM-F, Judy DeGeeter, 1 Rock Island Arsenal, Rock Island, IL 61299-6500 or HQ.
