Description
This solicitation is unrestricted. Estimated cost of construction is $5,000,000.00 to $10,000,000.00. The NAICS Code assigned is 233320 with a Size Standard of $28,500,000.00. Construction completion is 407 calendar days. Work consists of Design/ Build Renovation of the Memorial Reception Build, Arlington National Cemetery, Arlington, Virginia. The project consists of the waterproofing and the comprehensive renovation of the historic interior of the Reception Building, replacement of the copper ro of and rain leader system, repair and cleaning of interior marble, upgrade of mechanical, electrical and plumbing systems, life safety upgrades and renovation/interior redesign of The Tomb Guard Quarters. A marble handicap ramp is anticipated on the nort h side of the Amphitheater. Cleaning of the exterior marble on both the Reception Building and the Amphitheater will also be required. Temporary quarters will be provided for the Tomb Guards adjacent to the Building as well as a temporary VIP suite. Fas t tracking is allowed. This procurement will be advertised as a Request for Proposal and will be evaluated for Best Value for award of the project. The evaluation criteria will be in the solicitation package. All responsible sources may submit a proposal, which shall be considered by the agency. Large business firms are required to submit a subcontracting plan at the time for receipt of their proposals. The subcontracting goals are 60% for small business, 20% for small disadvantaged business, 10% for wom en owned small business, 3% for HUBZone small businesses and 3% for veteran-owned and 3% for service disabled veteran-owned small businesses. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. THIS SOLICITATION WILL BE PROVIDED IN AN ELECTRONIC FORMAT, FREE OF CHARGE, TO ALL REGISTERED PLAN HOLDERS. THE MEDIA THROUGH WHICH THE GOVERNMENT CHOOSES TO ISSUE THIS SOLICITATION WILL BE ON THE WEB SITE; THIS SOLICITATION WILL NOT BE ISSUED IN PAPER. CONTRACTORS MAY VIEW AND/OR DOWNLOAD S OLICITATION INFORMATION FROM THE INTERNET AT HTTPS://EBS.NAB.USACE.ARMY.MIL. ALL CONTRACTORS MUST GO TO THIS WEB SITE TO REGISTER AS A PLAN HOLDER. IN ORDER TO REGISTER EACH CONTRACTOR MUST HAVE A VALID DUN & BRADSTREET NUMBER AND CAGE CODE NUMBER ASSIGN ED FOR THE SPECIFIC LOCATION BEING REGISTERED AND ALSO BE REGISTERED IN THE CENTRAL CONTRACTOR DATABASE. EACH CONTRACTOR NEED ONLY REGISTER ONCE FOR EACH SOLICITATION. ONLY REGISTERED PLAN HOLDERS WILL BE PROVIDED THE SOLICITATION. In order to reduce th e possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the name of the particular Contract Specialist for the particular project. All deliveries, packages, etc. of more than one box or contain er must be bound together by tape or other means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
