- The Department of the Interior, Minerals Management Service intends to make a firm-fixed price, sole-source award to Joint Management Services. This non-competitive action is being issued by GovWorks under the authority of the Department of the Interior Franchise Fund on behalf of the OSD Net Assessment, Washington, DC. This action is being processed in accordance with FAR 6.302-1, only one responsible source. OSD Net Assessment has a requirement for a base year + 2 one (1) year option periods for services for a follow-on effort to contract DASW01-00-C-3006. Services include the following: 1. Managing absorption of new technologies such as UAVs within the force structure of the Air Force, 2. Establishing the primacy of network centric warfare within the Dept of the Navy for in-depth assessment (two areas for preparatory investigation are: promoting strategies for managing jointness down echelon and institutionalizing new training methods and refresher concepts for the second training revolution). This effort will undertake a significant extension of the Principal-Agent Model developed in the original contract (listed above) for explaining success at managing the path of military transformation. To date, the focus has been on developing a new model that attributes the propensity for institutionalizing innovation in military command and control systems to different patterns of strategic interaction between commanders and subordinates within an organization that are tasked with carrying out specific missions in a changing task environment. Within all four of the areas proposed for analysis, Principal/Agent modeling can identify a number of crosscutting features that would promote organizational change leading to the development of recommendations to affect transformation. An analysis of these crosscutting features will identify strategies for managers to circumvent or overcome barriers to adoption of new or novel technologies, techniques and organizational forms that would be transformational. The resultant strategies will be directed at overcoming internal resistance and leveraging an organization's professional culture. Interested parties may identify their interest and capabilities or submit proposals. This is not a request for competitive proposals. However, the government will consider all proposals received within 5 days after the date of publication of this synopsis. A determination by the government not to compete this action based on this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
