Description
The United States Department of the Interior, Office of the Chief Information Officer, IT Portfolio Management Division (DOI) is soliciting this Request for Information (RFI) from qualified vendors and the academic research community regarding technology-enabled processes, products or services to provide an ANSI/EIA Standard-748 A, Earned Value Management Systems-compliant (EVMS) functionality to fulfill legal and regulatory requirements and enhance DOI's IT capital asset management capabilities. For specific DOI requirements pertaining to obtaining the desired EVMS solution, a complete Draft Statement of Objectives will be sent to interested parties via e-mail. Please request a copy by sending an e-mail to: marc_ g_ mackeigan @ nbc.gov. The earned value functionality sought in this RFI is intended to supplement the second generation Capital Planning and Investment Control (CPIC) capabilities currently or planned to be available in the near future in the application known as eCPIC, a follow-on to the Information Technology Investment Portfolio System (I-TIPS). Contact information for eCPIC is available at http://www.itips.gov/. All prerequisites and co-requisites for implementation, utilization and maintenance of described technology product, service, and/or concept should be noted. DOI is requesting white papers and supporting materials describing the technology product, service, and methodology to be submitted by January 31, 2004. White papers should be submitted (via e-mail) to Marc MacKeigan, the Contract Specialist at DOI's National Business Center. Suitability for addressing Information Technology (IT) hardware and software, construction, and any other potential capital asset investment is to be addressed. Graphical representations and all reporting capabilities are to be explicitly detailed. It would be useful to address processes, products and services in relation to the Federal CIO Council (http://www.cio.gov/best practices/) best practices Value Measuring Methodology (VMM). Vendors should specify approximate timeframes for installation, customization, implementation and utilization of various phases or functions associated with the EVMS solution, and identify the resources required for achieving them. Product licensing requirements and options with their approximate associated costs should be described. Required, recommended and available training should be described with approximate timeframes and costs for each phase of the described solution. Vendors are also requested to submit capability statements that should include the following: 1) company's experience in using the recommended EVMS solution to fulfill the requirements specified in the Statement of Objectives; 2) company's experience with building customer confidence, especially among Federal agencies from using proposed EVMS solution; 3) lessons learned from implementing the proposed solution; 4) specific training efforts associated with implementing the proposed solution; and 5) performance measures used by the company to evaluate progress. This is not a procurement action. This RFI is a no-cost voluntary request. Industry organizations participating in this effort will do so at their own expense. This announcement does not obligate the United States Department of the Interior or any other Government organization to reimburse any participant expenses.
