- CH-53X HEAVY LIFT HELICOPTER PROGRAM--The Naval Air Systems Command (NAVAIR), intends to negotiate with Sikorsky Aircraft Company (SAC) a division of United Technologies Corporation, in Stratford, CT, for the procurement of System Development and Demonstration (SDD) and associated training, logistical, and engineering support for the CH-53X Heavy Lift Helicopter Program. The purpose of the CH-53X program is to upgrade the present CH-53E aircraft design to a modernized CH-53X series helicopter; specifically, the SDD phase is to design, develop, fabricate, integrate, manage, test, and evaluate, demonstrate, and document the CH-53X system. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. SAC is the designer, developer, and sole producer of the H-53 aircraft, and is the only source with the sufficient prerequisite knowledge and experience necessary to perform these efforts.
