- Description
- This document cancels the Synopsis dated 23 April 2003 and any following ammendments. Please note, the method of Contractor selection has changed from a Source Selection with Oral Presentations to a best value procurement utilizing Performance Price Tradeoff techniques. This procurement is set-aside 100% for HUB-Zone contractors with Grounds Maintenance experience. The NAICS code for this project is 561730 with a size standard of $6.0 Million dollars. The contractor shall provide all labor, materials, equipment, and tools necessary to perform a comprehensive grounds maintenance service at Ellsworth AFB, South Dakota to include grass mowing, tree removal and trimming, and snow and ice removal. The period of performance is 1 December 2003 through 30 September 2004 with four option years. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in Defense Federal Acquisition Supplement 252.204-7004. CCR can be obtained by accessing the Internet at http://www.ccr.gov or by calling 1-888-227-2423. CCR must be obtained before award can be made. A site visit will be scheduled on or about 7 October 2003. Contractors interested in attending the site visit will need to contact Lt Tom Guyer at 605-385-1742, via e-mail at thomas.guyer@ellsworth.af.mil or MSgt Steve Lynn at 605-385-2108, via e-mail at steven.lynn@ellsworth.af.mil no later than three days prior to the site visit, or provide a written request to the address listed below. Maps will be made available for viewing only at this time. Due to Force Protection concerns brought about following the 11 September 2001, Terrorist Attacks on the World Trade Center, the Government will no longer provide maps for Offerors to take with them following the site visit. If offerors would like an opportunity to review the maps following the site visit, Lt Guyer of MSgt Lynn may be contacted for follow-on viewing instructions. Once contractors have completed the full solicitation package, submit the supporting Proposal information, Price offers and Representations and Certifications by mail to 28 CONS/LGCA, Attn: Lt Guyer or MSgt Lynn, 1000 Ellsworth St., Ste. 1200, Ellsworth AFB, South Dakota 57706. The tentative due date for receipt of proposal documentation is 4 P.M. MST on 23 October 2003. Contractors are advised to monitor this web-site for any updates or changes.
