Description
Naval Surface Warfare Center, Port Hueneme Division, Louisville Detachment, the In-Service Engineering Agent for Major, Medium and Minor Caliber Naval Gun Systems, PHALANX Close-In-Weapon System and responsible for the planning and introduction of new gun weapon systems and technology into the Fleet is issuing a solicitation N63394-03-R-4009 for Engineering, Manufacturing, Program and Operational Support services. Services are to be provided in support of the following specific task areas: Production Engineering; Maintenance Support Functions; Logistics Engineering; Reliability, Maintainability, Availability and Quality Assurance Engineering; System Integration and Interoperability; Design Functions; Test and Evaluation Functions; Acquisition Support; FMS Support; Program Support; Manufacturing Support; Operational Support; and Security and Communication Services. The contract sh all be for one year plus four one-year options with the possibility of an additional five one-year award term periods. The estimated level of effort shall be 110,00 hours per year. Contract performance shall be principally at the Navy facility in Louisville, KY. The solicitation is not classified, however, the Statement of Work (SOW) is a classified document. To be eligible for contract award, the following security requirements must be met: the possession of a top secret facility clearance (National Industrial Security Program Operating Manual (NISPOM) DoD 5225.22-M). Personnel must possess final and favorably adjudicated top secret clearance with DCID 6/4 certification. In order to receive the classified SOW, the following security requirements must be met: A) have a Defense Security Service (DSS) issued facility clearance providing for TOP SECRET personnel clearances and SECRET safeguarding. Such facility clearance must be unrestricted, that is not be under a special security agreement or have any restrictions on access to TOP SECRET, communication security services, cryptographic materials and equipment, Restricted Data or Sensitive Compartmented Information (SCI) and B) have an appointed Contractor Special Security Officer (CSSO). To qualify for receipt of the SOW, the following data must be submitted:1) Cage Code; 2) Legal Name, Known Name (if different); 3) physical address; 4) Level of Clearance (personnel clearances authorized must be TOP SECRET; 5) Storage/Safeguarding Level (must be SECRET or above); 6) status of clearance (must be active)’ 7) Facility Security Officer name/phone; 8) classified mailing address; 9) responsible DSS office location; 10) DSS Industrial Security Representative name/phone and 11) a copy of the CSSO de signation letter. If the designation letter is not government issued, the offeror must also include objective evidence of the source of government authority to make such a designation. All multiple locations require separate submissions for the facility to which the SOW shall be sent. Offerors are cautioned that this information will be verified with the DSS Central Verification Activity (CVA) located at www.dss.mil and any inaccuracies may result in a determination of not qualified to receive the SOW. The above information shall be sent via mail or other carrier to: Special Security Representative, Naval Surface Warfare Center, 160 Rochester Dr, Louisville, KY 40214-2685. This address is approved for receipt of classified up to SECRET level. Offerors may contact the SSR at (502) 417-3396 if a higher-level submission is required. Qualified offerors will receive the SOW via r egistered mail with a DD 254, Contractor Security Specification, providing authorization for possession of the SOW and submission of a classified proposal up to the SECRET (NOFORN) level. Offerors wishing to make a higher level submission must request supplementary authority. Offerors are cautioned that distribution of the SOW outside the requesting facility will not be authorized. If the SOW is required at multiple sites covered by the separate facility clearances, multiple requests must be submitted. This effort is a small business set-aside. The proposed NAICS is 541330 and the size standard is $23 million dollars. The contracting officer is Ann Marie Hagan (805) 228-8920. A hard copy (excluding the SOW) will be available for REVIEW ONLY at the Louisville contracting office. Hard copies WILL NOT be provided. Note #1 applies.
