AIR MOBILITY COMMAND (AMC) SECURITY FORCES, VISITOR CONTROL CENTER AND PASS & REGISTRATION FUNCTIONS This synopsis is issued for informational and planning purposes only. The information requested by this synopsis will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Please note that the Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. The Air Force is researching the feasibility of acquiring services from a contractor to provide visitor control and pass & registration functions for the following Air Mobility Command (AMC) locations: Andrews AFB, MD; Charleston AFB, SC; Dover AFB, DE; Fairchild AFB, WA; Grand Forks AFB, NC; MacDill AFB, FL; McChord AFB, WA; McConnell AFB, KS; McGuire AFB, NJ; Pope AFB, NC; Scott AFB, IL; and Travis AFB, CA. Requirements of each function are as follows: 1) PASS & REGISTRATION a) Issue identification media, such as ID cards (Active Duty, Reserve, Guard, Civilian, Retired, Contractor, student or Dependent Identification Card) and restricted area badges; b) provide controlled forms maintenance and vehicle registration services to the population supported by the wing; c) provide vehicle registration, registers motor vehicle, issues decals and terminates registration when required; 2) VISITOR CONTROL a) provide visitor control operations; grant unrestricted entry to authorized personnel; stops visitor and determines visitor purpose; b) provides information, base map, and other handout to visitor and newly assigned base personnel; c) issues visitor and vehicle permit; d) maintains log of visitor vehicle permit issued; e) maintains log of commercial vehicle entering installation; f) maintains log of fuel delivery vehicle entering installation; g) identifies personnel barred from the base and maintains record of barred or restricted personnel and personnel with suspended or revoked base driving privilege. If interested contractors cannot provide both functions, they may respond with their capability to provide only one function. Should a future requirement evolve from this requirements planning, it is anticipated that the period of performance will be a basic year plus four one-year option periods. For purposes of this synopsis the small business size standard is $6M and the North American Industry Classification System (NAICS) Code is 561110. Request interested contractors submit a capability package to include the following information: 1) Name and address of company, Business Size (Large, Small, etc), Company Point of Contact, Telephone number, Fax Number and E-mail address?s and identify if disadvantaged, HUBZone, or women owned, etc. 2) Contract references relating to visitor control and pass & registration functions to include: Contract Number; agency supported, whether or not contractor was a prime or a subcontractor, period of performance, original contract value, final or current contract value, technical monitor and phone/fax number, PCO with current phone/fax number, and a brief description of the effort. 3) Information demonstrating the company?s ability to perform the potential requirement(s) as described above. Please limit the capability package to 20 pages. The capability package must be clear, concise, and complete and submitted by 28 January 2004 via e-mail to Barbara.Odom@scott.af.mil with a copy furnished to Susan.Madison@scott.af.mil.
