Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9127Q-04-T-0009 is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition C ircular 2001-18. This is a 100% small business set-aside; NAICS is 334290 and size standard is 750 Employees. Line item 0001: Multichannel Voice Logging Recorder, Quantity: 1 each. Stancil Corporation brand name or equal, integrated, stand-alone system designed for continuous duty operation 24 hours per day, 365 days per year and recording 24 analog channels initially, expandable up to 48 channels per chassis. Include one-year standard commercial warranty - offeror must specify terms. Include services , non-personal: Furnish all labor, equipment, supplies, materials, testing, transportation, plant and supervision necessary to accomplish a complete turn-key system installation, and on-site operator and technical training, at the 255th Combat Readiness T raining Center, 312 47th Street, Gulfport, MS 39507-4313. To be eligible for award, an equal item must meet the following characteristics: 1) Hardware: 80GB hard drive which will maintain over 13,000 channel hours of on-line recordings for immediate pla yback without the need of exchanging media; 9.4GB DVD-RAM optical archive drive which will store over 1,250 channel hours of recordings per disk; Intel Pentium 4 processor; 512MB DDR RAM; 1GB portable USB thumb drive or CD write drive to burn copies of aud io files; 3.5-inch 1.4MB floppy drive; External time synchronization capability; Commercial-off-the-shelf (COTS) and non-proprietary parts, assemblies and components - no vendor-proprietary assemblies, such as voice processing cards; System shall terminate all recording inputs via supplied split 66 block and supplied 5-foot pre-terminated cabling with standard 25 pair cables for all recording input - no proprietary or non-terminated input cabling will be accepted; Housed in 19-inch rack-mount computer chass is; Rack mounted LCD display, mouse and keyboard; Expandability by adding up to 48 channels per chassis, multiple hard disk drives, DVD drives, digital recording modules, workstations and other Windows 2000/XP compatible devices. 2) Software: Windows 200 0 or XP operating system; Critical functions shall run as services rather than applications; Local recording module control using LCD GUI display; Multichannel playback of up to any number of channels simultaneously in real time, with dead air inserted; Ta lking date/time stamp, which can be turned off by user; User friendly, active graphic display of audio and dead air relative to time sequence; User activity and channel/call activity report generator package; Burning software which allows authorized user t o copy recordings in standard .WAV or MP3 format, with or without dead air inserted, from within the player application without the need of exiting to separate burning software; Capability to copy recorded calls to media without proprietary software; Displ ay of call records and search information for each call record, including: media type, library location, channel number, name of channel, name of users, time, date, telephone number, duration of recorded message, start and end times, key words annotation reference, caller ID, incident type, incident number and comments; Provide functions and indications by point-and-click and drop-down menu actions on the LCD GUI display as follows: logon, logoff, shutdown, system configuration, help, record, playback, 24 or more multiple channel simultaneous playback, multiple channel live monitor, eject and format DVD, multicolor channel activity monitor, channel name, play/mo nitor volume, media retention period, catalog of all recordings, search-find, restore, copy and convert format to MP3 of any conversation to DVD/CD/Floppy/USB devices, playback, stop, play, pause, start, rewind, fast forward, end, loop and alarms; Write pr otection to prevent accidental overwrite of data - capability to program protected media retention period of from 0 to approximately 730 days (2 years), preventing format and reuse of previously recorded media until expiration of retention period; Display of channels that are recording, those that are not, and those that have been idle for a user-set period of time as a protection against line failure. For evaluation purposes, quote must include specifications of the proposed item, especially addressing th e required characteristics. Delivery on or around 1 May 2004 to SMS Scott D. The Government will award a contract resulting from this solicitation to the responsible offeror w hose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) conformance to required characteristics; and 2) price. Conformance to r equired characteristics, when compared to price, is significantly higher than price. The provision at 52.211-6, Brand Name or Equal (Aug 1999) applies to this acquisition.
