- Description
- We intend to issue a sole source contract to American Social Health Association for the period of eight months, starting April 1, 2004 through November 30, 2004 for the purpose of maintaining the Centers for Disease Control & Prevention (CDC) National Hotlines. A brief description of the CDC Hotline follows: There are four separate hotlines. These address HIV/STD, response to HIV prevention public health campaigns, immunization, and a public response service. These hotlines also include a Spanish and TTY service They are funded through the National Center for HIV, STD and TB Prevention (NCHSTP), the National Immunization Program (NIP), and the Office of the Director. The following is a brief list of the tasks involved: This contract combines previously independent hotline activities into a single contract requirement, consistent with CDC?s desires to enhance the delivery of health information to the public, and to increase the understanding of cross-cutting behavioral issues, while eliminating unnecessary duplication of costs (e.g., facilities, equipment, management) and lowering the overall cost to the taxpayer. This contract will serve the populations of the United States, its Territories and Puerto Rico. Hotline services include providing responses to the public?s questions, making referrals to national, State, and local resource networks, and forwarding orders for publications to clearinghouse providers. All services are provided free of charge via a toll-free telephone system. The hotlines utilize live operators (i.e., information specialists) as their primary resource to answer calls, with taped message systems acting as secondary back-up if demand exceeds availability of information specialists or if service is interrupted for any reason. Through the combined use of these delivery systems, callers can access the hotlines 24 hours per day, seven days a week. The purpose of this contract is to provide the general public with current, factual, clear and concise information about HIV/AIDS, STDs, responses to CDC HIV prevention campaigns, vaccine preventable diseases, and information about biological and chemical terrorism and other emergency public health issues. Information that is disseminated shall be consistent with CDC operating guidelines and directives. Public access to information is accomplished via toll-free telephone service. Services will be provided via live operators and taped message systems. Confidentiality of the call and anonymity of the caller shall be maintained at all times. Information will be disseminated in a non-judgmental manner, with focus on responding to the caller?s questions, educating the caller in the skills and commitments needed to minimize health risk, and responding to the needs of the caller. Services shall also include helping the caller accept and utilize appropriate referrals and other sources of information, and referring orders for Government approved publications to appropriate clearinghouse providers.
