- Description
- The Division of Cancer Epidemiology and Genetics, National Cancer Institute, NIH intends to negotiate a five-year contract with Urals Research Center for Radiation Medicine (URCRM) in the Russian Federation for continuation of activities on the evaluation of cancer mortality associated with occupational and environmental radiation exposure. The main objective of the new contract is to provide quantitative estimates of risks from protracted low dose rate exposure to external radiation and to internal exposure from strontium. Cancer mortality risks will be evaluated further in persons living in heavily contaminated areas along the Techa River and exposed from radioactive releases from a large nuclear weapons plant (Mayak) in the Southern Ural mountains. The NCI has worked with the scientists at URCRM (where the study resides) who are conducting this research for several years. This continuation of work will provide a unique opportunity to produce well characterized, reliable, quantitative risk estimates for radiation-exposed populations. The statutory authority for this non-competitive acquisition is 41 USC 253(c)(1) as set forth in FAR 6.302-1. See numbered note 22 which states that the proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. No collect calls will be accepted.
