- Description
- The Division of Cancer Epidemiology and Genetics, National Cancer Institute, NIH intends to negotiate a five-year contract with Southern Urals Biophysics Institute (SUBI) in the Russian Federation for continuation of activities on the evaluation of cancer mortality associated with occupational and environmental radiation exposure. The main objective of the new contract is to provide quantitative estimates of risks from protracted low dose rate exposure to external radiation and to internal exposure from plutonium. Cancer mortality risks will be evaluated further in nuclear workers exposed to internal and external radiation as a result of their employment at a large weapons plant (Mayak) in the Southern Ural mountains, and in persons living nearby and exposed to releases from the plant. The NCI has worked with the scientists at SUBI (where the study resides) who are conducting this research for several years. This continuation of work will provide a unique opportunity to produce well characterized, reliable, quantitative risk estimates for radiation-exposed populations. The statutory authority for this non-competitive acquisition is 41 USC 253(c)(1) as set forth in FAR 6.302-1. See numbered note 22 which states that the proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. No collect calls will be accepted. .
