Description
17. The National Institutes of Health, National Institute of Allergy and Infectious Diseases, intends to negotiate with Cooperative Personnel Services, Inc. (CPS) for consulting services on a sole-source basis. This Notice Of Intent is issued as NOI4043. The statutory authority for this acquisition is based upon section 4202 of the Clinger Cohen Act of 1996, FAR 13.501. The anticipated award will be a Firm Fixed Price amendment to existing order 263-FF-219477. The acquisition documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18 dated December 11, 2003. This acquisition will be processed under FAR Part 12 - Acquisition of Commercial Items. The North American Industry Classification Systems (NAICS) code for this procurement is 541612 and the size standard is $6 million. The period of performance for this amendment will be approximately five (5) months after receipt of order (ARO) . The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for assistance in creating a governance and administrative structure, practices and relationships in Mali, Africa, that will enable the NIAID to play a global leadership and integrative infectious diseases research role, for today and the future. NIAID is currently supporting a series of programs in Mali that include research into malaria, parasitology and HIV. This structure must be inclusive of the internal as well as the external stakeholders. This requirement includes the services of an established, proven consultant specializing in global change management. Travel to Mali, Africa is required. CPS and their consultants under this effort will provide services which may include but are not limited to: a) identification of an integrative vision of the future for infectious disease research in Mali; b) creation of a shared sense of common purpose and vision for a shared, integrated NIH Mali research strategy; c) development of the structural policy, administrative and process decisions and subsequent actions that are needed to place the integrative vision into action, sustain it and allow it to evolve; d) identify, document and report on lessons learned from Mali that may be translated into other areas of NIAID; e) develop a basic finance and administration business structure for NIAID Mali; f) develop a future oriented, cross-unit relational strategy and vision; g) conduct interviews with Malian stakeholders and; h) develop and present a comprehensive collective vision for the NIAID and Malian stakeholders. CPS is uniquely qualified in that it offers candidate(s) with over 30 years of real experience working with global change management issues that include significant exposure to global change management obstacles inherent to both African and American business entities. CPS?s qualified candidates also possess a strong background in strategy formulation and implementation and a strong background in consulting for participative leadership as well as integrating people with technology. Sources interested in responding to this notice must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the services as specified above. Responses must be in writing and must be received in the office within ten (10) calendar days from the publication date of this notice. No collect calls will be accepted.
