- NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the I nternet after solicitation issuance. Description of work: Renovate old Womack Army Medical Center, floors five through nine, for use as administration space. Renovation includes interior demolition including asbestos abatements; upgrade/replacement of th e heating, ventilation, and air conditioning (HVAC) system; fire sprinkler system; fire alarm system; elevators; plumbing; information systems; lighting; and interior finishes. The project will be solicited and procured using a Performance-Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. The technical proposal will be evaluated using the following factors: 1) Construction - Past Performance, 2) Construction relevant specialized experience, and 3) Management Effectiveness. The Government reserves the right to reject any and all offers. The an ticipated price range is $5,000,000.00 to $10,000,000.00. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in el ectronic format only and will also be available on or about February 2, 2004 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
