Description

POC FOR SPECIFIC QUESTIONS RELATING TO THIS PROJECT IS MS. KAREN WILLIAMS AT FAX: (251) 690-2902. S tep 1 will be available only as a direct download from the Corps of Engineers web site (see Note 1 below). Step 2 will be issued on CD to selected offerors. THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENES S DEMONSTRATION PROGRAM (OPEN TO EVERYONE). This project is a Best Value, two step design-build solicitation. A detailed project description and overall project performance requirements for this project will be included in the Request For Proposals (RFP) package. The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree of design flexibility while meeting certain specific project requirements. The successful Contractor must design and construct complete an d usable facilities, as described in the RFP documents. One solicitation will be issued covering both steps. Proposals will be evaluated in Step One to determine which offerors will submit proposals for Step Two, and an amendment will be issued to those s elected offerors. Selection of offerors for involvement in Step Two will be based on technical approach and performance capability. Detailed project design requirements will then be added by amendment to the solicitation at the start of the Step Two stag e of the Request For Proposals. A limited number of firms will be invited to participate in the second step. Estimated cost range of the project is from $25,000,000 to $50,000,000. This phase of the Von Braun Complex consists of 260,000 gross square fee t of space to accommodate approximately 970 employees. Facility construction will include an administrative building, cafeteria, walkways and a Central Plant expansion. Additional parking spaces shall be provided. The North American Industry Classificati on System (NAICS) code for this project is 236220. Solicitation documents should be available on or about 6 Feb 2004. Mr. Gene Curtis is the Contracting Officer for this project. Note No.1: Bidders, subcontractors and Dodge/Plan Rooms are required to sel f-register their firm or office on the Internet to receive one CD-ROM. Registration instructions are available on the Internet at http://www.sam.usace.army.mil/. Neither telephonic, mailed, nor fax requests will be accepted. Those registering are respons ible for the accuracy of the information on the mailing list. Registration must include the firms physical address, telephone, a valid fax number and a point of contact. Registration should be completed one week prior to the issue date. All notification s of changes to this solicitation shall be made through the Internet only. It is therefore the contractors responsibility to check the Internet address listed above daily, for any posted changes to this solicitation. Actual solicitation amendments will be issued either by fax, posting for download to the aforementioned web page, or CD-ROM. The Step 1 solicitation will be available only as a down load at this internet site, a CD will not be issued for Step 1. NOTE: This solicitation is in .pdf format and requires Adobe Acrobat Reader. Adobe Acrobat Reader may be downloaded free of charge at http://tsn.wes.army.mil/ComSoftware.asp. Plans and specifications for Step 2 will be issued on Compact Disc (CD-ROM) only and will be provided free of charge. Plans and specifications will not be provided in a printed paper format; however, the Governme nt reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No. 2: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal do cuments will not be allowed. Note No. 3: CRITICAL PATH METHOD (NETWORK ANALYSIS SYSTEM) IS NOT REQUIRED. Note No. 4: FOR THIS JOB, A SMALL BUSINESS IS DEFINED AS HAVING AVERAGE ANNUAL RECEIPTS OF LESS THAN $28,500,000 FOR THE PAST THREE YEARS. Note No. 5: THIS SOLICITATION INCLUDES BID OPTIONS WHICH MAY NOT BE AWARDED. Note No. 6: A pre-proposal conference will be held for the Step Two portion of the solicitation. Date, time, and location will be announced in the Step Two amendment. No conference will be held during Step One.
