- Description
- The National Business Center, on behalf of the Office of Special Trustee for American Indians (OST) intends to award a sole source follow-on indefinite delivery, indefinite quantity) (IDIQ) contract to Chavarria, Dunne, and Lamey, Albuquerque, NM 87109 pursuant to 41 U.SC 253 (c)(1) as implemented by FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The North American Industrial Classification System (NAICS number applicable for this requirement is 541661and the SBA size standard is $6,000,000. The requirement is for a base period of one year commencing on or about March 1, 2004 with four one-year option periods. The minimum guarantee is $5000 and applies to the five -year term of the contract. The aggregate value of task orders issued under the contract will not exceed $7,000,000. Task orders will be negotiated on a firm fixed price or time and materials basis. The requirements of this acquisition focus on the contained development, deployment, analysis, maintenance and user support of the "Risk Management-Plus" proprietary software application and "Management Control Database". This software is a critical feature of the OST's approach to implementation of a risk based management control system for business processes related to operation of the Indian Trust. Chavarria, Dunne, and Lamey is considered the only responsible source capable of providing the required services, as this firm designed and developed the software and has also been the only source of functional and system upgrades. Government-wide Numbered Notes 1 and 22 apply to this procurement. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required services, as well as financial and technical information. However this notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Furthermore, no contract award will be made on the basis of information received in response to this notice and the Government will not pay for any costs incurred to provide information in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information, if submitted, should be directed to the attention of the Contracting Officer at the address listed above. If no affirmative written responses advantageous to the Government are received within fifteen (15) calendar days from the publication of this notice, Chavarrria , Dune, and Lamey will be solicited, pursuant to FAR 12.203, to provide the required services. If a competitive solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation.
