Description
The Naval Air Systems Command (NAVAIR), Code 4.5.8 at St. Inigoes, MD has a requirement for the procurement of AN/APN-245 Radio Beacon Sets and Spare Components. The government intends to procure the AN/APN-245 Radio Beacon Sets and Spare Components on a sole source basis from Sierra Nevada Corporation, 444 Salomon Circle, Sparks, NV 89434-9651 citing statutory authority permitting other than full and open competition title 10, U.S.C. 2304c (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. The AN/APN-245 Radio Beacon Set is used in the F/A 18 Series aircraft. It provides a point source target for the AN/SPN-46 Automatic Carrier Landing System and improves tracking and lock-on performance in the rain for various landing approaches. The Radio Beacon Set developed by SNC has undergone and passed qualification testing. SNC is uniquely qualified as the only company that currently possesses the technical expertise and special tooling required to provide a reproducible, qualified ACLS Radio Beacon Set that will support the fleet within the timeframe required to accommodate the ongoing production run of the F/A-18?s. The contract type is Firm Fixed Price Indefinite Delivery/Indefinite Quantity. There will be a one year Base Ordering Period beginning in 1 June 2004 through 31 May 2005 and four Option Ordering Periods each one year in duration. The minimum purchase quantity is 10 AN/APN-245 Radio Beacon Sets, the maximum purchase quantity is 300 sets. The North American Industry Classification Systems (NAICS) code for this requirement is 334511 with a size standard of 750 people. This synopsis is for the basic contract and all subsequent delivery orders to be issued. This synopsis is for informational purposes only. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses received by 3:30 PM EST on 23 January 2004 will be considered by the Government solely for the purpose of determining whether it will initiate a competitive procurement. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. All responsible sources may submit a proposal which shall be considered by the agency. Note 22 applies.
