Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Atmospheric Programs (OAP) Clean Air Markets Division (CAMD) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to PA Consulting of Washington, DC under the authority of FAR Part 6.302-1. The purpose of this acquisition is to obtain expert technical support from PA Consulting in the development of revised coal supply curves and related materials. PA Consulting is uniquely qualified to meet this requirement due to the fact that it is the only known organization which has not been involved with the initial development or peer review of the Integrated Planning Model's (IPM's) new coal supply curves, that possesses independent expertise capable of performing this work. The North American Industry Classification System (NAICS) code for this procurement is 541620. It has been determined that because of the ability of PA Consulting to provide coal experts with a working knowledge of the IPM model and its use of coal supply curves not found among other vendors, it is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
