- The U.S. Environmental Protection Agency (U.S. EPA) is seeking to establish a Blanket Purchase Agreement (BPA) for the furnishing and delivery of compressed industrial gases to the Robert S. Kerr Environmental Research Center at 919 Kerr Research Drive in Ada, Oklahoma. The compressed industrial gases will be procured using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is RFQ-OK-04-00001. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 18. This is a small business set-aside with a NAICS code of 325120 and small business size standard of 1,000 employees. The following industrial gases may be ordered under this BPA: COMPRESSED AIR, TANK SIZE 200 HP HELIUM, TANK SIZE 200 HYDROGEN, TANK SIZE 200 7.5 % HYDROGEN IN NITROGEN, TANK SIZE 200 OXYGEN, TANK SIZE 200 HP NITROGEN, TANK SIZE 200 P?5 MIXTURE (5% METHANE IN ARGON), TANK SIZE 200 ARGON, TANK SIZE 300 UHP HELIUM, TANK SIZE 300 METHANE, TANK SIZE 300 UHP OXYGEN, 4.4, TANK SIZE 300 UHP OXYGEN, 5.0, TANK SIZE 300 20% OXYGEN IN 80% NITROGEN, TANK SIZE 300 50% OXYGEN IN 50% NITROGEN, TANK SIZE 300 UHP NITROGEN, TANK SIZE 300 CARBON DIOXIDE DIPTUBE, TANK SIZE 300 CARBON DIOXIDE, TANK SIZE 300 GP-45 ARGON CYLINDER DEMURRAGE CHARGE PER CYLINDER NOTE: special gases may added to the BPA when the need arises; contractor shall perform an inventory of gas cylinders located at Robert S. Kerr Environmental Research Center semi-annually. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Evaluation of quotes received will be based on ability to supply required gases within 24-hours after placement of order and lowest price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, the additional FAR clauses cited in the clause that are applicable to the acquisition are: 52.222-19, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, and 52.232-33.
