Description
The Electronic Authentication Partnership (EAP) is being created to enable interoperability of public and private online authentication systems. It is comprised of stakeholder groups, including Federal agencies, state governments, private-sector companies and organizations, and public interest groups. The EAP is an outgrowth of a work group comprised of public and private sector participants assembled by the Center for Strategic and International Studies (CSIS). CSIS in cooperation with the Federal e-authentication effort hosted a series of meetings of authentication experts from government and the private sector. The goal was to create a shared effort for developing rules for credentialing on logical networks. The EAP will foster the interoperability of authentication systems by: 1. Drafting rules for credentials and authentication systems for different and hierarchical assurance levels. These rules should provide a standard set of criteria for evaluating credentials at each assurance levels. 2. Developing a means to (a) assess credentials and systems against the standard set of criteria and (b) convey that assessment to relying parties. 3. Drafting ?rules of engagement? for relying parties that will allow them to use third party credentials. These rules would take the place of bilateral agreements. 4. Creating operating rules for validating credentials and defining how validation of credentials will be conducted. The General Services Administration (GSA) proposes to award a sole source contract to the National Automated Clearing House Association (NACHA) to continue the support previously provided by CSIS. GSA believes that only NACHA possesses the required capability and technical expertise to perform this requirement. Any other firm desiring consideration must fully identify its capability to perform this requirement within the required timeframe and allotted budget. GSA plans to make a sole source award to NACHA after fifteen (15) days of the publication of this notice. Please note that this announcement is not a Request for Proposal and no solicitation will be issued as a result of this notice.
