Description
BROAD AGENCY ANNOUNCEMENT (BAA) 04-06 Radio Frequency (RF) Guided Munitions; CLOSING DATE: 14 January 2005; FULL PROPOSALS FOR FIRST SELECTIONS: 1 March 2004; POC: Jim Freebersyser, DARPA/ATO; Email: BAA04-06@darpa.mil, WEB: DESERT/index.htm. PROGRAM OBJECTIVES AND DESCRIPTION: The Defense Advanced Research Projects Agency (DARPA) Advanced Technology Office (ATO) is soliciting proposals under this BAA for the performance of research, development, design, and testing to support the DARPA Radio Frequency Guided Munitions program. The RF Guided Munitions program will develop enabling technologies for guided munitions capable of homing on enemy RF wireless communications. The final demonstration product will be in an existing 81mm mortar round form factor and be capable of: 1) receiving RF communications signals, 2) processing the received signal to determine the location of the emitter on the ground, and 3) maneuvering the mortar to a trajectory that ultimately will impact near the target emitter. The RF Guided Munitions program will require performers to hold Secret-Collateral clearances. Note: This BAA shall remain open for one year from the date of publication in www.fedbizopps.gov and www.fedgrants.gov. Although the Government may select proposals or portions of proposals for award at any time during this period, it is anticipated that the funds that are currently available will be awarded during the first selection phase. To be considered for funding during First Selections, proposals must be received no later than 12:00 pm NOON Local Time in Arlington, Virginia, on 1 March 2004. EVALUATION CRITERIA: Proposes choosing to respond to this BAA will be evaluated against the following five (5) criteria: 1) Technical Approach, 2) Operational Utility, 3) Management Approach, 4) Potential Contribution and Relevance to the DARPA/ATO Mission and, 5) Cost Realism. Agency evaluators will consider Technical Approach, and Potential Contribution and Relevance to the DARPA/ATO Mission as more important than Operational Utility, Management Approach, and Cost Realism. In accordance with FAR 35.016(e), the primary basis for selecting proposals for award shall be technical, importance to agency programs, and funds availability. The Government reserves the right to select for award all, some, or none of the proposals received in response to this BAA. All responsible sources capable of satisfying the Government's needs may submit a proposal that shall be considered by DARPA. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to submit proposals and join others in submitting proposals. However, no portion of this BAA will be set aside for HBCU and MI participation due to the impracticality of reserving discrete or severable areas of this research for exclusive competition among these entities. ADDITIONAL GUIDANCE: Proposes choosing to respond to this BAA must read the attached Proposer Information Pamphlet that provides specific information about this BAA, including instructions on how to respond.
