- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Services (NOS), Center for Coastal Environmental Health and Biomolecular Research (CCEHBR), Charleston, South Carolina intends to issue a contract to the Medical University of South Carolina (MUSC) for research to support the "Health and Risk Assessment of Bottlenose Dolphins" (HERA) project. MUSC will collaborate with the NOS, CCEHBR in the conduct of a comprehensive, multi-disciplinary research project aimed at determining the effects of environmental (natural) and anthropogenic stressors on marine mammal populations. MUSC will provide support to the HERA by developing new tools for use in bottlenose dolphin health assessment and by supporting the ongoing health assessment utilizing the immune screen set developed in FY02. Specific activities in support of the HERA project will encompass research and development work as well as live capture support and will include development of cell lines from bottlenose dolphin (BND); cDNA library development; protein expression profiling; in vitro experimentation to determine the effects of environmental contaminants on immune function, gene expression and protein expression; and assessment of immune function of live captured dolphins using the screening set of immune parameters developed in FY02. The period of performance for the contract will be for 11 months from date of award. The Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 253?)(1) for this proposed procurement action. This notice of intent is not a request for competitive proposals. Interested parties are encouraged to respond to this announcement within 15 days of its publication and shall submit in writing, it's name, address, point of contact, telephone number, business size and a brief statement regarding it's capability to provide the specified service and the names, telephone numbers, and points of contact for businesses or other Government agencies to which it has previously provided similar services. No response will be provided to those inquiries which fail to provide the information requested. This information shall be submitted to the address stated herein or may be faxed to 816-426-7530. This is not a request for proposals and there is no solicitation available at this time. A determination by the Government not to compete this proposed procurement action is solely within the discretion of the Government.
