Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Nuclear Regulatory Commission (NRC) is seeking a contractor to furnish services to translate technical documents from foreign languages into English and, on occasion, from English into a foreign language. The principal language groups for translation are Germanic (German, Dutch, Swedish), Romance (French, Spanish, Italian), East Asian (Chinese, Japanese, Korean), and Eastern European (Russian, Ukrainian). On occasion, the NRC may require the translation of documents from Slavic languages, such as Czech or Slovak; languages in the Finno-Ugric subfamily of Uralic languages, such as Finnish or Hungarian or other languages. The documents requiring translation may consist of, but will not be limited to nuclear power plant safety analysis and safety analysis reports (complete with graphic materials, such as tables, figures, diagrams, charts, etc.), nuclear health and safety documents, computer programs, equipment qualification, emergency evacuation procedures, and extensive related technical material. The contractor shall provide fully translated documents that are legible, error-free and of publishable quality. For each document translated, the contractor shall complete an abstract containing 200 words or less, a document cover page, and the required sections of the NRC work order (WO) form. The Contractor shall return the original foreign document and two hard copies of the translation with abstract, cover sheet, completed WO, an electronic version of the translated document, and, if required a proprietary cover sheet, to NRC by the due date specified in the WO. The contractor shall conform to the detailed specifications/formats in the statement of work for this requirement. It is estimated that approximately 500,000 words of text per year will require translation. The period of Performance will be for a 8 month base period with four 1-year option periods available. The NAICS code is 541930 with a business size standard of $6 million. This proposed procurement is under a 100 percent small business set-aside. Sealed offers for furnishing the services in the schedule are due at 3:30 p.m., Washington, DC, local time on February 18, 2004. Offers sent through the U.S. Mail (including U.S. Postal Service Express Next Day Service - Post Office to Addressee) must be addressed to: U.S. Nuclear Regulatory Commission, Attn: Jeffrey R. Mitchell, Mail Stop T7-I2, 11555 Rockville Pike, Rockville, MD 20852. All hand-carried offers including those delivered by private delivery services (e.g., Federal Express and Airborne Express) must be delivered to the loading dock security station located at 11555 Rockville Pike, Rockville, MD 20852 and received in the depository located in Room T7-I2. All offerors should allow extra time for internal mail distribution. NRC is a secure facility with perimeter access-control and NRC personnel are only available to receive hand-carried offers during normal working hours, 7:30 a.m. - 3:30 p.m., Monday though Friday, excluding Federal Holidays.
