Description
Pension Benefit Guaranty Corporation's ("PBGC") Participant and Employer Appeals Department ("PEAD") intends to procure on a full and open competitive basis a requirement for pension benefit appeals analysis; pension regulatory, policy and/or factual research; actuarial analysis of complex benefit calculations; and technical support for participant communication efforts in handling appeals filed with PBGC's Appeals Board. Services to be provided include: (1) drafting and editing documents for Appeals Board review, (2) preparation of spreadsheets/small databases detailing benefit calculations or the comparisons of benefits, (3) summarizing research findings on individual assignments either orally or in writing, (4) providing documentary backup (either hard-copy or electronic) for each assignment and (5) computer and administrative support services for handling volumes of similar appeals. The appeals being analyzed are appeals of benefit determinations of individual participant pension benefit entitlement or benefit amount. PBGC issues benefit determinations as trustee of terminated defined-benefit pension plans covered under Title IV of the Employee Retirement Income Security Act ("ERISA"). PBGC's appeals process governing benefit determinations is codified under PBGC's "Rules for Administrative Review of Agency Decisions", 29 CFR Part 4003 Subpart D. There is an estimated range of between 250 hours and 50,000 hours of effort to be performed in the base year and similar quantities in each of four (4) option years. The solicitation document, including any amendments, will be distributed through the FedBizOpps.gov web site. The site contains downloading instructions. Interested parties are responsible for monitoring the site to ensure that they have the most up-to-date information about this acquisition. Paper copies of the solicitation and associated amendments will not be made available.
