Description

The Department of the Navy, Space and Naval Warfare Systems Center - San Diego (SPAWARSYSCEN SAN DIEGO) intends to issue solicitation No. N66001-04-R-0028, to procure the fabrication of underwater acoustic transponder assemblies. Two primary configurations are to be procured, one with a fixed acoustic transducer head and the other with a tethered acoustic transducer head. The assemblies consist of polycarbonate underwater housings (approximately 2 inches diameter by 6 inches in length), electronic circuit card assemblies, batteries, acoustic transducer heads, end caps, and associated wiring, electrical and mechanical components. This effort is to fabricate, test, and deliver first article and production assemblies in accordance with the drawing package. This effort requires technical expertise in the fabrication, assembly, and test of hardware for underwater acoustic applications. Specifically, this effort requires a proven knowledge of potting acoustic transducers, fabrication of circuit card assemblies, fabrication of underwater housings and mechanical parts machining, as well as electronic and functional testing of full assemblies. Additionally, carrying handle assemblies and shipping containers will be procured under this contract. The Navy intends to solicit and award a single award, firm fixed price, indefinite delivery/indefinite quantity, with one base of five years, no option periods, contract for all line items. This procurement is planned for full and open competition. The applicable NAICS is 334511 and the small business size is 750 employees. Selection will be based on price and technical considerations in accordance with Federal Acquisition Regulations 15.1. All potential offerors are reminded, in accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (NOV 2003), lack of registration in the CCR database will make an offeror ineligible for award. The estimated release date for the solicitation is on or about February 2, 2004. Electronic copies of the solicitation will be available for download via the Internet World Wide Web at the SPAWAR E-Commerce Central Business Opportunity Page, Systems Center - San Diego, "Open Solicitations", https://e-commerce.spawar.navy.mil/. The Government will not provide hard copy versions of the solicitation and any subsequent amendments. Notification of any changes (amendments) to the solicitation will be made only on the Internet; it will be the contractor?s responsibility to check the website for any posted changes. All prospective offerors and plan rooms are encouraged to register for automatic e-mail notification of changes/amendments on the website.
