Description
NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number RFQ-OH-04-00041 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. This acquisition is a 100% small business set aside. The NAICS code is 334516, the size standard for which is 500 employees. 1.0 Minimum Performance Specifications The dilution system design shall allow individual units to operate independently providing a 10:1 aerosol dilution and when combined, shall provide aerosol dilutions of 100:1, 1000:1, or greater. (1.) Diluters shall utilize an ejector-type flow principle, consisting of an inlet nozzle, annular nozzle, and a mixing chamber. (2.) Design shall maintain a constant dilution ratio between the dilution air and the generated test aerosol over a pre-pressure clean air range of 0.5 to 2.5 bar. Particle size range of diluter shall be 0.01 to 20 micrometers. (3.) Design shall minimize dilution air consumption. (4.) Diluters shall have a nominal dilution ratio of 10:1 at 1013 millibar. (5.) Cascading the diluters shall provide factor of 10 (nominal) increases in dilution. (6.) Aerosol inlet flow rate shall be variable from 2 to 5 liters per minute, dependent upon the clean air pre-pressure. (7.) Aerosol outlet flow rate shall be variable from 2 to 12 liters per minute. 2.0 Warranty Requirements A minimum 12-month warranty is required. 3.0 Training Requirements The vendor shall provide unlimited consultation regarding the setup, operation and maintenance, scheduled and unscheduled, of equipment provided. Consultation shall be free of charge during the warranty period. 4.0 Documentation/Installation Requirements The vendor shall provide documentation that contains sufficient information for the user (EPA) to install and operate the equipment. Certification and calibration documents shall accompany the instruments. 5.0 Delivery Requirements Ship FOB Destination. 6.0 Electrical Safety Requirements None. The aerosol diluters are pneumatically operated and do not utilize electrical or electronic components. All Items shall be delivered to the U.S. EPA Shipping and Receiving, Page Road and I-40, Research Triangle Park, NC, 27711. F.O.B. point shall be destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical acceptability of the item offered to meet the Government's requirement and (2) price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. This clause may be found on the Internet at the following site: http://www.arnet.gov/far/. Clause FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The Clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
