Description
This notice is issued by the NASA/LaRC to post a draft specification via the internet, and solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. Prospective offerors are invited to submit written comments or questions to: Lee Nadeau, no later than February 4, 2004. When responding reference: LAJ-Fan-Blades. Responses are requested from firms capable of performing the work required to Furnish and Test 10 Sitka Spruce Wind Tunnel Fan Blades. The blades will be manufactured from laminated Sitka Spruce, and will be fiberglass covered, in accordance with the attached "Draft" Specification and Drawings. Specifically, NASA is seeking corporate capabilities and experience for providing laminated wooden fan blades. Unique requirements for this project, include: (1) Corporate experience in fabricating and machining large complex wood/epoxy structures of similar size and shape (14 x 22 fan blades are approximately 16 feet long, have a finished weight of about 700 pounds each, and have a complex contoured shape); (2) General knowledge of the wood lamination process; (3) Access to large wood manufacturing equipment, including: * Large kilns * Large presses * Contour cutting machines * Very large planers; (4) Access to a large thermally controlled building; (5) Knowledgeable and experienced Quality Control department. No solicitation exists, therefore, do not request a copy of the solicitation. If a solicitation is released as a result of this notice, it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is each vendor?s responsibility to monitor these sites for the release of any solicitation or synopsis. Preparing response: interested firms having the capability necessary to meet the stated requirements are invited to submit a capability statement documenting their ability to perform all aspects of the effort described herein. Responses must include the following minimum information: (a) name and address of business; (b) size of business (either large or small) using the North American Industry Classification System (NAICS) code: 321213, with a size standard of 500 employees; (c) number of employees; (d) detailed capability statement that, as a minimum, explains the respondent?s experience as related to the unique project requirements as noted in items 1 thru 5 above. Also specify whether the business is a small disadvantaged, 8(a), women-owned, veteran-owned or Hub-Zone business. Responses may also include comments on the government?s specifications and any suggestions for improvements to increase efficiency, quality, clarification, etc. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in "Note A " (commercial product definition). Comments may be forwarded to Lee Nadeau via electronic transmission (i.e. e-mail). This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
