Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB) has a program of enabling electronic communications with countries that restrict their citizen's ability to access the Internet for independent and unbiased news and information. The purpose of publicizing the above, as part of ongoing market research, is to solicit, review and comments from industry on this program. No proposals are being requested or accepted under this Notice. This market survey is to obtain feedback addressing the clarity, feasibility, scope and alternative means that may be beneficial to BBG/IBB. The North American Industry Classification System Code (NAICS) for any anticipated requirement is 514191 and the business size standard is $18.0 millions dollars. BBG/IBB program presently consists of utilizing both email and web browsing tools to circumvent censorship imposed by select countries so that their citizens may access Voice of America, Radio Free Asia, Radio Farda and other sources of news. The tools also allow access to any and all forms of electronic news, including established media websites, discussion groups, bulletin boards, and web logs. BBG/IBB is seeking sources for developing more advanced techniques on bypassing the electronic censorship barriers imposed by select countries, including possible areas such as advanced proxies, Instant Messaging, Peer to Peer, SMS, and other protocols/formats. BBG/IBB will consider all comments, supportive or critical, but may or may not use these individual comments when addressing a future requirement. In addition to comments on the above program, those interested are requested to provide a budgetary estimate for any comments on this program. Interested sources are also encouraged to submit product literature in response to this Notice. Any submission of such product literature or "catalog cut sheets" will be treated separate from, and will have no bearing on any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal (RFP) solicitation. BBG/IBB will not pay for information or comment provided and will not recognize any costs associated with the submission of comments. BBG/IBB, as noted above, is assessing the existence of sources and is requesting written comments from industry on the above-mentioned program. Written comments shall be submitted no later than 2:00pm Eastern Standard Time (EST), February 23, 2004.
