Description
Provide engineering support that will continue the development of a new generation of moored platforms for national programs for the Pacific Marine Environment Lab in Seattle, WA. The moored platform is known as PICO (Platform and Instrumentation for Continuous ocean Observations). Programs include, but are not limited to: TAO/ATLAS (http://www.pmel.noaa.gov/tao/), Tsunami DART (http://tsunami.pmel.noaa.gov/dartqc/WaveWatcher), the Global Carbon Cycle Program (http://www.pmel.noaa.gov/co2/co2-home.html), and high latitude moored systems for regional climate studies. Much of the effort in this project will be directed at (1) increasing the service life of moored systems in hostile environments; (2) reducing the size and complexity of moored systems, thereby reducing unit costs; (3) simplifying the at-sea deployment and recovery procedure; (4) reducing the inherent vulnerability to vandalism; and (5) improving the quality of measurements on the platforms. Offerors shall have proven skills in the design, development and deployment of deep ocean moorings used for ocean research with specific skills and experience with taut-line surface moorings for harsh conditions, including strong currents, high winds, and long period deployments. Areas of expertise must include mooring dynamism, mechanical design, marine materials, data acquisition, data telemetry, power systems, and a wide array of ocean sensor technology. Offerors must also be skilled in the use of SolidWorks for CAD, machine and fabrication shop operations for prototype development and testing, and research vessel operations. The estimated period of performance will be April 16, 2004 through April 15, 2005 with options for two additional one-year periods. A Request for Proposal (RFP) solicitation will be available on or about January 15, 2004, through the Government's website at http://www.fedbizopps.gov/.
