- Description
- The Department of Veterans Affairs Medical Center, New Orleans, LA is seeking Architectural/ Engineering firms to submit Standard Forms 254 and 255 for providing open-ended services. Firms responding to this announcement before the closing date, March 9, 2004, will be considered for selection, subject to any limitations indicated with respect to the size and geographic location of the firm. This procurement is restricted to firms categorized as Emerging Small Businesses with an average gross receipt limitation for the last three (3)years of $2,000,000 per year and geographically located within a 100 mile radius of the VA Medical Center, New Orleans, LA. Delivery or performance shall be made only as authorized by issuance of separate task orders. Each project will be identified on a unique task order and subject to all terms and conditions of the contract. Selection of firms for interviews shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include, but not limited to: (1) Past performance capabilities, to include work on contracts with respect to cost control, quality of work, and compliance with performance schedules; (2)Specialized experience, qualifications and technical competence of the firm to perform the work required; (3) Capability of the firm to perform the work within the required time frames; (4) Specific experience and qualifications of the proposed personnel assigned to the Project Design Team; (5) Geographic location of the firms' working office in relation to the VAMC, NOLA; (6) Reputation and standing of firm and its principal officials with respect to professional performance, general management and cooperativeness; (7) Record of significant claims against the firm because of improper or incomplete engineering services. All construction drawings shall be provided in AutoCAD 2000 as a minimum, AutoCAD 2002 is preferred. Award is subject to the availability of funds. Interested firms are to submit their SF 254's and SF 255's by close of business on March 9, 2004, 4:00 pm CST to the Department of Veterans Affairs Medical Center, ATTN: Ronelda Brister (629/AD13), 1601 Perdido Street, Building 2, Room 409, New Orleans, LA 70112. The National American Industry Classification Sysem (NAICS) is 541310. The size standard is $4.0 million. Project (task orders) will be limited to $50,000. Services shall be for one year with four (4) one-year renewal options. The total amount of the contract, including the option years cannot exceed $500,000, with a minimum order of $10,000. Consideration for award will only be given to companies that meet the definition of Emerging Small Business, as found in FAR Part 19. Should inadequate qualified emerging small businesses respond to this requirement, it will be re-solicited as full and open competition pursuant to the Small Business Competitiveness Demonstration program. It is the intent of the Contracting Officer to issue one contract award as a result of this procurement.
