- Description
- PocketMD - The Veterans Administration Medical Center, Milwaukee, WI. 53295 intends to negotiate a commercial (FAR Part 12) Sole Source contract under the authority of FAR 6.302-1 -only one responsible source and no other supplies or services will satisfy agency requirements. In order to meet the needs of the facility, The VA intends to award an equipment lease to own agreement for subscription of software licenses and Personal Digital Assistants PDA)s with PocketMD, Omaha, NE. PocketMD integrates hospital data from the VA's Computerized Patient Record System (CPRS) in a real-time process and allows caregivers to obtain patient information on a handheld device in a secure environment. PocketMD provides display of real-time patient data information. PocketMD's client application runs on Microsoft Pocket PC 2002 and Windows Mobile(tm) 2003 devices. The client communicates with the web application by utilizing the VAMC's existing wireless network. In specific, the wireless protocols that it uses to communicate are the 802.11 series of protocols. All wireless communications are secured by an AirFortress(tm) client residing on the device. In addition, the device itself is secured by Pocket PadLock to ensure that unauthorized access to the device cannot occur. The Database application runs on Microsoft SQL Server(tm). The application communicates with the VAMC's VistA servers by utilizing the VAMC's own Remote Procedure Call Broker technology. This is the same technology that the VAMC's Computerized Patient Record System (CPRS) uses to communicate to the VistA servers. The database has a one-to-one correlation with to the VistA server. Multiple database's can run on the same database server. It is the belief of the Government that PocketMD is currently the only responsible source capable of providing the services and equipment to satisfy the agency requirement. A justification for other than full and open competition is prepared in support of this acquisition. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Applicable NAICS code 541519.
