- Grand Forks AFB intends to establish blanket purchase agreements (BPAs) with 3 to 5 vendors for obtaining bulk propane. Each BPA will be valid for upto 5 years from date of award. The annual estimated requirement is between 270,000 to 520,000 gallons, which is normally ordered during the months of Dec, Jan, and Feb. Orders will range from approximately 40,000 gallons to 150,000 gallons at one time. Required delivery time will be known upon receipt of requirement. BPA holders may be required to deliver 10,000 gallons within 4 hours of receiving a call, and remaining amounts within 24 to 48 hours. Vendors will be required to provide evidence of capability to meet these delivery requirements before establishment of a BPA. When a propane requirement is received, each BPA holder will be contacted for a quote on delivery time and price. Vendor with lowest price who can meet the required delivery time will be given a call number for that order. This requirement is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 221220; size standard of 500 employees. The provision at 52.212-1, Instructions to Offerors- Commercial, 52.212-4, Contract Terms and Conditions?Commercial, applies to this acquisition. Offerors must include with their quotation a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items (July 2002) and DFARS 252.212-7000, Offeror Representations and Certification, Commercial Items (Nov 1995). In accordance with DFARS 252.204-7004, Required Central Contractor Registration (Nov 2003), prior to receiving any contract award, contractors must be currently registered in the Central Contractor Registration (CCR) database. Contractors can obtain further information on the CCR database at the website http://www.ccr.gov. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written (paper/hard copy) solicitation will not be issued.
