Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W91248-04-Q-0019 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. Acquisition is set aside for small busine ss concerns. The NAICS Code is 611699 and the small business size standard is $6,000,000. Performance period is from the anticipated start date on or about 13 through 18 February 2004. The provision at 52.212-1 Instructions to Offerors-Commercial Items is applicable and is addended as follows: Paragraphs (b)(5), (d), (e), (h) are deleted and (b)(10) is revised to state, Resume to include qualifications and experience in the area(s) which you are submitting an offer for. This provision is further addende d to incorporate 52.252-1 Solicitation Provisions Incorporated by Reference (Fill in information http://acqnet.saalt.army.mil/library/default .htm); 252.209-7003 Compliance with Veterans Employment Reporting Requirements. The provision at 52.212-2 Evalua tion-Commercial Items is applicable; Price and Qualifications/Experience are the evaluation criteria in Paragraph (a). Price is slightly less important than Qualifications/Experience/Training Aids or Resources. The Government intends to make a single awa rd to the responsive and responsible offeror whose offer is most advantageous to the Government considering price and non-price related factors. The Government reserves the right to conduct interviews with participants. Offerors are instructed to submit completed copies of FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Items, with offers. OFFER SCHEDULE TECHNICAL SURVEILLAN CE TRAINING UNIT OF UNIT TOTAL CLIN DESCRIPTION QUANTITY ISSUE PRICE PRICE 0001 Provide technical surveillance training in 18 each $ $ accordance with the requirements of the PWS which follows this offer schedule. NOTE: *QUANTITIES LISTED ABOVE ARE ESTIMATES ONLY; HOWEVER, THESE QUANTITIES SHALL NOT BE EXCEEDED WITHOUT PRIOR APPROVAL OF THE CONTRACTING OFFICER. PAYMENT WILL BE MADE ONLY FOR ACTUAL QUANTITIES USED. PERFORMANCE WORK STATEMENT TECHNICAL SURVEILLANCE TRAINING FORT CAMPBELL, KENTUCKY C.1. GENERAL: C.1.1 Scope of work: Provide training in technical exploitation of vehicles and technical surveillance operatoins. The training will be held at the contractor??????s facility. Technical exploitation of vehicles includes but is not limited to the surrept itious entry of U.S. domestic, European and Asian made motor vehicles for the purpose of installing clandestine surveillance equipment. Technical surveillance operations includes but is not limited to teaching the operator to select and modify a wide varie ty of readily available, and relatively inexpensive electronics into special purpose investigative devices that can then be used in surveillance operations. C.1.2 Successful offerors shall possess the skills, knowledge, and training to satisfactorily provide the instruction required by this contract. Personnel performing work under this contract will not be considered employees of the Government. The basis f or awarding the training contract is the experience, qualifications and training aids or resources to train Soldiers in the covert surveillance techniques listed in C.1.1. C.1.3 The Contracting Officer requires technical literature to allow for evaluation of items offered. Also provide other customers that have used this training so they can be contacted to provide information on the reliability of instruction and equipment. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be technically evaluated to assure form, fit and function of the training to provide the skills set out in C.1.1. All offers must meet the safety standards required by the Army and must be approved by the unit??????s commander at Fort Campbell, Ky. C.1.4 Price quoted is to include all costs to train eighteen (18) Soldiers for these two courses except travel (per diem related items). The window available for the unit to train is 13 to 18 February 2004 and cannot be changed. C.2 DEFINITIONS: C.2.1 CONTRACING OFFICER. A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. C.3 GOVERNMENT FURNISHED PROPERTY. C.3.1 The unit will provide its own small/hand tools. C.4 CONTRACTOR FURNISHED ITEMS: C.4.1 Contractor personnel shall be provide all materials, special tools, devices and equipment sufficient to train Soldiers in accordance with this performance work statement in C.1.1. C.5 SPECIFIC TASKS FOR TECHNICAL SURVEILLANCE TRAINING (CLIN 0001) C.5.1 The students will be taught how to read vehicle identification numbers (VIN); how to use special purpose vehicle opening tools; reveal special methods and techniques to use to obtain properly cut keys; how to disable, or by-pass vehicle intrusion det ection systems, and disclose esoteric methods to gain access to the interior of a locked/alarmed vehicle. In those instances where special operational factors preclude surreptitious entries, the students will learn how to exploit and use exterior parts, a ccessories and components to install and conceal surveillance devices. The attendees will also be taught how to penetrate the interior passenger compartment without gaining normal entry; how to locate, access, and use parasitic 12VDC power connections and tie-ins to power up and operate electronic surveillance systems; how to design, fabricate, and install special devices which can be remotely operated to kill the vehicle electronics and disable the engine; how to remotely lock, and unlock the doors and how to remotely turn on, or off virtually any OEM, or after market add-on accessory that is powere d by the target vehicles internal 12VDC power supply. C.5.2 The students will be taught how to select and modify a wide variety of readily available consumer electronics into special purpose investigative devices that can then be used in surveillance operations.
