- Description
- NASA/Johnson Space Center has a requirement for a feasibility study of C-130/R512 alloy coating repair processes for the NASA White Sands Testing Facility (WSTF). The period of performance will be four months. NASA/JSC intends to award a sole-source contract to Artic Scope Regional Corporation (ASRC) for the study. This requirement encompasses further developing and testing of the unique ceramic coating processes, developed by ASRC, to repair damaged Primary Reaction Control System Thruster nozzles. Extensive collaboration between ASRC Engineering and WSTF has taken place over the past year and a half to develop this coating process. The work was previously performed by ASRC under NASA contract NAS9-99100. As part of the feasibility effort, ASRC will plan and perform a series of tests for the Permanent Repair and Cold Paint Repair methods for chips in the Orbiter Primary RCS thrusters. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30p.m. local time on February 7, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
