Description
NASA/KSC has a requirement for Deep Impact Mission Nutation Time Constant Determination Follow-On Testing. NASA/KSC is currently verifying mission requirements for the Deep Impact mission, scheduled to launch in December 2004 on a Delta 7425 launch vehicle. The Delta 7425 launch vehicle uses a spin-stabilized Star 48B third stage, and the requirement is on the third stage/spacecraft combination divergent nutation time constant (NTC). NASA/KSC intends to purchase the services from Applied Dynamics Laboratories, Inc., 7001 Northbank Road, Roseburg, Oregon, 97470. Contracting without full and open competition is permitted pursuant to 10 U.S.C. 2304 (c)(1) because the services required by NASA/KSC are available from only one responsible source. Applied Dynamics Laboratories, Inc., (ADL) is uniquely qualified to provide the government the necessary testing. ADL?s spinning drop test capability, which is required for this testing exists at no other firm. ADL performed the original testing in early 2003 to estimate the NTC, but further testing is required to refine the estimate. ADL also developed and maintains the Deep Impact dynamically-scaled model used for the original testing and required for the follow-on testing. Award to another source would require fabrication of a new test article, which could cause delays and invalidate comparison of test results to previous results due to differences in the test article. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, January 30, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
